Business setup in Dubai starts at roughly AED 12,500 per year for a Meydan free zone licence with zero visas, and AED 13,165 for a licence with one visa through SPC in Sharjah. There is no single published Dubai mainland licence fee — Dubai DET does not publish a schedule — so any exact mainland figure you see quoted is an estimate, not an official rate.
That last point is the one most cost guides quietly skip. We checked roughly 25 UAE authorities directly in August 2026 and recorded only what each authority publishes itself. About half of UAE free zones publish no prices at all, and Dubai’s Department of Economy and Tourism publishes no mainland licence fee. The confident price tables that fill that vacuum are consultancy estimates presented as official rates.

Figures verified August 2026 from each authority’s own published material. Dubai issued AED 2.5 billion in fee relief across two Executive Council packages in April and May 2026, so every Dubai cost snapshot needs a date stamp.
The headline licence price is not the price of an operating company. An SPC licence at AED 5,750 needs an immigration stack of AED 7,415 on top before a single visa can be issued — that is 129% of the headline price, taking the real licence-plus-one-visa cost to AED 13,165. Ajman Media City’s AED 4,999 tier includes no establishment card at all, which means no visa can be issued against it without upgrading first.
This is why quotes built from headline figures come in AED 18,000 to 28,000 below the real cost of a company that can actually sponsor someone.
Dubai is not automatically the right emirate, and a consultant who never says so is selling rather than advising.

Within Dubai itself, Meydan Free Zone publishes the lowest headline figure at AED 12,500 per year, but that tier carries zero visas. Across the UAE, Ajman Media City publishes AED 4,999 with no visa capability, and UAQ FTZ publishes AED 12,500 including one investor visa.
How long does business setup in Dubai take?
Published authority timelines range from one working day at UAQ FTZ to around ten working days at DMCC. Timelines depend on activity approvals and document attestation, not on the licence itself.
Can I get a Dubai trade licence without an office?
Yes, several free zones issue licences against flexi-desk or co-working arrangements. Visa quota is what changes: Dubai South allows one visa per 8 sqm, DAFZA requires 25 sqm for a minimum of two, while SPC places no cap and Meydan allows up to six allocations with no office lease.
Is there a published Dubai mainland licence fee?
No. Dubai DET publishes no licence fee schedule. Abu Dhabi publishes approximately AED 1,125 for issuance and AED 960 for renewal, which makes it the only emirate where a mainland figure can be quoted from an official source.
