That is the short answer. The longer one matters because renewal is where a SHAMS company either stays cheap or quietly becomes expensive. The licence fee itself is predictable. What catches founders out is everything that travels with it: visa allocations that renew automatically at AED 1,600 each, penalties that block the renewal until they are paid, amendments that must be filed while the licence still has 45 days to run, and tax and ownership filings that SHAMS now checks before it processes anything.

This guide is written for someone who already holds a licence from Sharjah Media City Free Zone (SHAMS) and wants to renew it cleanly, on time and without paying for things they do not use. Every price we quote as our own comes from our 2026 rate card. Every rule we attribute to SHAMS comes from its own published terms and its Companies and Licensing Regulations 2024. SHAMS publishes headline prices rather than a full public schedule, so the useful comparison is a renewal quote broken down by visa count. These are the package renewal prices on our 2026 rate card, alongside the first-year price for the same package.

Three things are worth reading off that table before you look at any quote.

First, the zero-visa licence does not get cheaper. A no-visa media licence costs AED 5,750 in year one and AED 5,750 on renewal. There is almost nothing one-off in the first-year price to strip out. If someone quotes you a much lower renewal for a no-visa SHAMS licence, ask exactly what has been left out.

Second, the visa packages fall sharply. The first-year price carries establishment, registration and first-visa processing costs that do not repeat. From year two, each extra visa on the licence adds roughly AED 1,600 to the renewal on our card (7,350 to 8,950 to 10,550 to 12,150). That step lines up with the AED 1,600 per visa allocation that SHAMS itself charges when allocations are renewed.

Third, the licence type matters. The AED 5,750 figure is for the SHAMS media licence. A SHAMS trading licence costs AED 6,875 at setup with no visas, and its renewal is quoted against your licence. If your licence says trading, do not budget from the media figure.

What the renewal package covers on our card: the licence renewal, the establishment (immigration) card and e-channel renewal where they fall due, and the visa allocations on the licence. What it does not cover: health insurance for each visa holder, which is required by law and priced separately (basic cover from AED 500 per person per year on our card), and the individual residence visa renewals, which run on their own cycle and are charged when they fall due.

What actually drives your renewal bill

A renewal quote is only comparable if you know which lines are in it. In our experience, five lines explain almost every difference between two SHAMS renewal quotes.

1. The licence fee itself. Fixed by licence type. Media and trading are priced differently, and adding activities from a different group can move you to a different fee.

2. Visa allocations. The SHAMS terms say allocations "must be renewed along with the company's business license" and that the same AED 1,600 fee applies to each one renewed. This is the line founders most often forget. A company that took four allocations in year one "just in case" and uses one is paying for three it does not need, every year.

3. The immigration card. Your establishment card (SHAMS calls it the immigration card) must stay valid for the company to hold or sponsor visas. If it lapses, visa services stop. On our card its renewal is inside the package; on some quotes it appears as a separate line.

4. Penalties. Anything outstanding, from a late renewal to a missed filing, must be settled first. SHAMS's terms are explicit: all outstanding penalties and fees must be fully settled prior to renewal or cancellation.

5. Add-ons you choose. A bank account for a new entity, VAT registration (AED 500 on our card) or corporate tax registration (AED 400 on our card) if it was never done. These are not renewal costs, but renewal is the natural moment to fix gaps.

If you compare two quotes, line them up against these five. A cheaper total with fewer allocations, or with insurance quietly excluded, is not a cheaper renewal.

The SHAMS renewal timeline: when to start and what happens if you are late

SHAMS's 2024 Companies and Licensing Regulations (Article 12) say a licensee must renew its licence before the current term expires. The published terms then set out what happens if you do not. Here is the full timeline in one view.

Our view on timing: start 60 days out, not 10. The 45-day rule is the one that bites. SHAMS's terms state that applications for amendments, letters and certifications need a licence with at least 45 days of validity. If you want to change an activity, add a shareholder or request a no-objection letter for a bank, and you leave it until the last month, you have to renew first and amend afterwards, which is two processes where one would have done.

What a late renewal really costs: a licence that expired on 1 March is in its grace period until about 31 March. Renew in early July and you are paying roughly three months of penalty, around AED 600, on top of the renewal. That is annoying rather than ruinous. The real cost of lateness is operational: banks review expired licences, visa services stop, and a suspended company takes far longer to bring back than a live one takes to renew.

Documents you need for a SHAMS renewal

For a straightforward renewal with no changes, the list is short. Most delays come from one expired item rather than a missing one.

  • Current trade licence and company registration details.
  • Valid passport copies for every shareholder and the manager. An expired passport is the most common reason a renewal stalls.
  • Emirates ID copies for UAE-resident shareholders and managers.
  • A valid immigration card (establishment card), or its renewal in the same cycle.
  • Up-to-date UBO information. SHAMS's terms say applications will not be processed for companies with incomplete UBO filings without compliance approval.
  • Audited financial statements where they apply. SHAMS's regulations require accounts to be examined by an auditor each financial year, and SHAMS asks for an annual audited report where a company holds more than 20 visa allocations.
  • Proof of payment of any penalties or outstanding invoices.
  • Health insurance for each visa holder, arranged or renewed alongside.

If anything is changing at renewal, such as an activity, a shareholder, the manager or the company name, add the supporting resolution and documents for that change, and file it while the licence still has at least 45 days to run.

Step by step: how a SHAMS renewal runs

Here is the sequence we follow for a SHAMS client. It works the same whether you do it yourself through the SHAMS online services or ask us to handle it.

Step 1. Audit the licence 60 days out. Check the expiry date of the licence, the immigration card and every residence visa. List the visa allocations held and the allocations actually in use. Check every passport's expiry.

Step 2. Decide on changes. Do you need a new activity, fewer allocations, a new manager or a shareholder change? If yes, file the amendment now, while the 45-day validity rule is still satisfied.

Step 3. Clear penalties and filings. Pay anything outstanding. Confirm the UBO register is complete. Confirm the company's corporate tax registration exists with the Federal Tax Authority, and that the last return was filed if one was due.

Step 4. Submit the renewal. Upload documents and submit the renewal request through SHAMS's online services. SHAMS issues the invoice.

Step 5. Pay and receive the renewed licence. Once paid, the renewed licence is issued. Check it carefully: activities, shareholder names, the manager and the new expiry date.

Step 6. Renew the immigration card and visas that fall due. Visa renewals run through the federal immigration system, the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP), because Sharjah-sponsored residence falls under ICP rather than Dubai's GDRFA. Medicals, Emirates ID and residence renewals follow for each visa holder whose visa is expiring.

Step 7. Update the bank and the tax records. Send the renewed licence to your bank before it asks. Banks that see an expired licence on file can restrict an account. If any licence details changed, the tax records must be updated too (see the tax section below).

    Visas at renewal: allocations, residence renewals and the traps

    Visas are where a SHAMS renewal gets expensive or messy, so they deserve their own section.

    Allocations versus visas. A visa allocation is the right to sponsor a visa; a residence visa is the visa itself. SHAMS's terms are clear that "visa allocation approval does not result in the issuance of a residence visa." You pay for allocations at renewal whether or not you have filled them.

    Trim allocations before you pay. Every allocation renewed is charged AED 1,600 on SHAMS's terms. If your company holds three and uses one, reducing to one before renewal is usually the single biggest saving available. Do it before the invoice is raised, not after.

    Residence visas renew on their own cycle. A visa issued mid-year does not expire on the licence date. Keep a calendar of every visa expiry. Federal ICP fees include AED 100 per year of residence for the Emirates ID plus a smart-services charge, and residence permit fees of AED 100 for the application plus AED 100 per year. Confirm the current figures on the ICP portal before you pay.

    The last-visa rule. If the last remaining shareholder or investor holding a SHAMS residence visa applies to cancel it while the licence stays active, SHAMS's terms require a security deposit of AED 2,100 before the cancellation is submitted. The deposit covers any penalties that arise if the licence then lapses. If you are winding the company down instead, it is offset against the licence cancellation fee.

    Dependants. SHAMS collects a refundable security deposit for dependent visas under shareholder accounts. Its terms state that if a dependant overstays even a single day, the deposit becomes non-refundable, and a new deposit is needed at the next renewal. Renew dependants' visas inside the grace period.

    Large visa counts. Above 20 allocations, SHAMS asks for an annual audited financial report. If your team is growing, keep the audit ready so the renewal and any new allocations are not held up.

    Corporate tax and VAT checks you should run at renewal

    Renewal is not a tax event, but it is the best moment to make sure your company is not carrying a tax problem into its next year. SHAMS checks compliance before processing applications, and banks increasingly ask for tax registration proof.

    Corporate tax registration. Every free zone company is a taxable person under the UAE corporate tax law and must register with the Federal Tax Authority (FTA), even if it expects to pay 0%. A company that missed its registration deadline faces an AED 10,000 penalty for late registration. If your company has not registered, fix it before renewal. Registration through us is AED 400 on our card. The FTA's own guidance is on tax.gov.ae.

    The return deadline. A corporate tax return is due within nine months of the end of the financial year. SHAMS's regulations set a 1 January to 31 December financial year after the first period, so for most SHAMS companies the return for a calendar year is due by 30 September of the following year. If your renewal falls in the autumn, check that the return went in.

    Qualifying free zone status. A SHAMS company can pay 0% on qualifying income if it meets the qualifying free zone person conditions, which include adequate substance and audited financial statements. Mainland-sourced income is generally non-qualifying and taxed at 9%, and non-qualifying income above the de minimis limit (the lower of 5% of revenue or AED 5 million) can cost the 0% status for five years. If your client base has shifted toward the mainland over the year, review this before renewal, not after the return.

    VAT. VAT registration is mandatory once taxable supplies pass the AED 375,000 threshold over twelve months, and voluntary from AED 187,500. Registration through us is AED 500 on our card. A company that grew during the year often crosses the threshold without noticing.

    Keep tax records in step with the licence. If the renewal includes a change of name, activity, address or manager, the FTA records must be updated. The FTA gives 20 business days to report a change, and the penalty for failing to update records is AED 1,000, rising to AED 5,000 for a repeat within 24 months.

    Renew, amend, switch or close: which is right for you

    Renewal is also a decision point. Here is how we think about the four options.

    Renew as is if the licence still fits your activity and your visa count is right. This is most SHAMS companies, and at AED 5,750 to 7,350 for the common packages, SHAMS remains one of the cheaper free zones to keep running.

    Renew and amend if your business has changed shape. Add the activity you now actually trade in, remove unused visa allocations, update the manager or shareholders. File the amendment before the 45-day cut-off so it goes through on the current licence.

    Switch zone only when the numbers or the activity clearly demand it. SHAMS already renews a one-visa package for AED 7,350 on our card, against AED 14,000 at RAKEZ and AED 17,100 at IFZA. Moving means forming a new company, opening a new bank account, re-registering for tax and transferring visas, then closing the old entity. That is worth it if you need a physical warehouse, a specific regulated activity SHAMS does not offer, or a Dubai address for commercial reasons. It is rarely worth it to save money, because SHAMS is already near the bottom of the renewal price range.

    Close the company if it is no longer trading. Do not simply let the licence lapse. The AED 200 monthly penalty keeps running, the legal notice and suspension follow, and a suspended company is harder to close cleanly than a live one. Cancel visas, settle penalties, deregister from tax, and apply for cancellation while the licence is still in good standing.

    A realistic three-year cost for a SHAMS company

    Founders often compare zones on the first-year price and never look again. Here is what a SHAMS company actually costs to hold for three years on our 2026 rate card, excluding health insurance, individual visa renewals and optional add-ons.

    The takeaway: the cost of holding a SHAMS visa company falls fast after year one. A one-visa company averages under AED 10,000 a year across three years. The expensive mistakes are not the renewal fees. They are unused allocations renewed year after year, penalties from a late renewal, and a tax registration penalty that could have been avoided with a single filing.

    Common mistakes to avoid

    • Renewing unused visa allocations. Each one costs AED 1,600 on SHAMS's terms. Trim before the invoice.
    • Starting inside the last 45 days. You lose the ability to amend on the current licence and end up doing two processes.
    • Letting a passport expire. One expired passport stops the whole renewal.
    • Ignoring the UBO register. SHAMS will not process applications with incomplete UBO filings without compliance approval.
    • Assuming the grace period is a free month to plan. It is a buffer, not a deadline. The penalty starts on day 31.
    • Budgeting from the media price for a trading licence. Trading costs more.
    • Forgetting health insurance. It is required for every visa holder and is not inside the renewal package.
    • Never registering for corporate tax. Free zone companies must register even at 0%. The late registration penalty is AED 10,000.
    • Letting a dormant licence lapse instead of closing it. Penalties, a legal notice and suspension follow, and closing becomes harder.
    • Not sending the renewed licence to the bank. An expired licence on file is an easy reason for a bank to restrict an account.
