Key facts
- Ministerial Decision No. 168 of 2026 sets new accreditation rules for e-invoicing service providers. It took effect on 1 October 2026.
- The pre-approval stage is gone. Providers are now accredited only after they pass the assessment and testing requirements.
- Providers that held only preliminary approval had up to 30 days from 1 October 2026 to meet the new requirements, or that approval ends.
- Businesses with revenue of AED 50 million or more must still appoint an accredited provider by 30 October 2026 and go live by 1 January 2027.
- Businesses below AED 50 million appoint by 31 March 2027 and go live by 1 July 2027.
What happened
On 9 October 2026 the Ministry of Finance announced Ministerial Decision No. 168 of 2026 on the eligibility criteria and accreditation procedures for service providers under the Electronic Invoicing System. It replaces Ministerial Decision No. 64 of 2025 and its amendments, and it applies from 1 October 2026. The decision moves the UAE e-invoicing programme from a testing phase to live operation: instead of a pre-approval step, a provider must now complete the defined assessment and testing before it is accredited. Providers may still use third-party Peppol products and outsource parts of their service, but they keep full responsibility for compliance. The decision also sets rules for renewal, ongoing evaluation, termination and objections.
The Federal Tax Authority confirmed the business timetable at its joint awareness meeting for accredited providers and businesses on 29 September 2026. Onboarding runs through the EmaraTax platform.

What it means for founders
The deadline did not move, but the way you choose a provider did. Under the old rules a provider could be working with clients while it was only pre-approved. From 1 October a provider has to be fully accredited, and providers that only held preliminary approval had a 30-day window to catch up. If your provider did not complete accreditation in that window, its approval ends and you would have to switch at the worst possible moment.
For a company above AED 50 million in revenue, that leaves about two weeks to sign with a provider that can prove its accreditation, and less than three months before invoices must flow through the new system. For smaller companies the dates are further away, but the same check applies when you choose a provider. Our advice on the choice itself: do not sign with a provider that cannot show its accreditation in writing, however good the price.

Who is affected
- Revenue of AED 50 million or more: act this month. Appoint an accredited provider by 30 October 2026 and plan for go-live on 1 January 2027.
- Revenue below AED 50 million: appoint by 31 March 2027 and go live by 1 July 2027. Use the time to compare accredited providers and clean up your invoice data.
- Mainland and free zone companies follow the same timetable. What matters is the revenue band, not the licence type.
- New companies formed in 2026 should check which band they fall into with their accountant before choosing a provider.
What to do now
- Check last financial year revenue against the AED 50 million threshold.
- Ask your current or preferred provider for written evidence of accreditation under Ministerial Decision No. 168 of 2026.
- If you are above the threshold, sign with an accredited provider by 30 October 2026.
- Confirm that your accounting or ERP system can send invoice data to the provider in the required format.
- Register and follow onboarding steps on EmaraTax.
- Confirm all dates and requirements on tax.gov.ae and mof.gov.ae before you act.
