DMCC publishes a full renewal schedule, which makes it one of the more transparent free zones in the UAE. Here is what it lists for licence renewals.

Two points to read carefully. First, the multi-year amounts printed on the schedule equal the one-year fee multiplied by the number of years, while the same lines state that a discount applies. Do not budget the discount until you see it on the portal invoice. Second, the one-year renewal of AED 20,265 is close to the AED 20,285 first-year licence line, so unlike many zones a DMCC licence does not get meaningfully cheaper after year one. What falls away after year one are the one-off charges: the AED 9,020 registration fee, the AED 1,035 application fee and the AED 2,020 articles of association fee.

What a full DMCC renewal really costs

The licence line is only one of four or five invoices that land at renewal. For a typical small DMCC company on a flexi desk with no employees, the realistic annual bill looks like this.

Put together, the licence, the establishment card, a flexi desk at the lower end and the lease admin fee come to about AED 38,700 before any visa, Operational Fitness Certificate or insurance. A company on a physical office unit pays its own rent instead of the flexi desk line, and that is usually the biggest number on the page.

Our view: build your renewal budget from this table, not from the licence fee alone. Founders who budget AED 20,265 and then receive four separate invoices in the same month are the ones who end up renewing late.

DMCC renewal packages: when they beat paying item by item

DMCC sells licence renewal packages that bundle the licence with the desk, the establishment card and, in some cases, a visa. These are the packages it lists for start-ups and SMEs, inclusive of the Knowledge and Innovation Dirham.

The arithmetic is simple. If you are on a flexi desk and you also have a visa to renew this year, a one-year package is often cheaper than the licence, card, desk and visa paid separately, and the penalty waiver is valuable if you are already late. The Basic Flexi Package is designed for companies on DMCC's special flexi desk, so check that your current lease qualifies before you count on that price.

Packages are less useful when you have no visa to renew, when you plan to amend your activities heavily, or when you might leave DMCC within the term. A three-year package is a three-year commitment, and the money is non-refundable on DMCC's terms.

The DMCC renewal timeline and late penalties

DMCC's licensing rules are direct: a DMCC company must renew its licence on or before the expiry date printed on it, and must not operate without a valid licence. If it does not renew on time, DMCC applies a sanction to the member account, charges penalties and may terminate the licence by authority.

The first 30 days carry no published late fee, but that does not mean the company is in good standing. A sanctioned account can block other services in the portal, an expired licence on file at your bank can trigger questions, and the lease and establishment card penalties run on their own clocks. The most expensive version of a late renewal is the one where the licence is terminated: DMCC lists company reinstatement from AED 30,280, which is more than the renewal itself.

Documents and steps: how a DMCC renewal runs

Documents DMCC asks for

DMCC's renewal guidelines split the requirements into documents you must have before applying and documents you provide during the application.

Before you apply:

  • Workmen's compensation insurance for active employees.
  • Third-party liability insurance for physical units.
  • Third-party No Objection Certificate for regulated activities, from the relevant regulator.
  • Operational Fitness Certificate: the AOFC for offices or the RAOFC for retail units, and the Industrial AOFC for industrial licences.
  • Certificate of good standing for the parent company if you are a branch, subsidiary or joint venture.

During the application:

  • Ejari certificate number for leased units. DMCC says Ejari is mandatory for all leased units except DMCC Business Centre, non-DMCC business centres, common areas, plots, shared units and Dubai Tea Trading Centre units.
  • Tenancy contract or lease agreement where Ejari does not apply.
  • Title deed or certificate of ownership if the company owns its unit, or for leased units where Ejari does not apply.

DMCC also reserves the right to ask for additional documents at any stage. In practice, the files that stall are the ones with an expired shareholder passport, a manager who has left without being replaced on the register, or a regulated activity whose third-party approval lapsed during the year.

Step by step on the member portal

DMCC renewals are filed on the DMCC Member Portal. The route depends on where your company sits, but the core sequence published in DMCC's guidelines is the same.

  1. Log in to the DMCC Member Portal and go to Company Services, then Licensing Services, then Licence Renewal.
  2. Select the licence to renew. If you hold more than one licence, for example a second licence for a second building, each renews on its own.
  3. Select the renewal term: one year, or two, three or five years for eligible trading and service licences.
  4. Provide the premises evidence. Flexi desk companies tick "Renew Lease" if the lease has less than 90 days left. Physical office and retail companies enter the Ejari number. Owner-occupiers upload title deeds. Companies on plots, shared units or non-DMCC business centres upload the tenancy contract and title deed.
  5. Enter a voucher code if you bought a renewal package.
  6. Pay and submit.
  7. DMCC reviews and approves. DMCC states two business days for processing.
  8. Download the renewed electronic licence.

Then do the follow-through most founders skip: renew the establishment card in the same window, send the renewed licence to your bank, and update any marketplace, payment gateway or supplier account that holds a copy of the old one.

    Activities, second premises and amendments at renewal

    Renewal is the cheapest moment to fix your licence, because you are already reviewing it. DMCC's schedule is specific about how extra activities are priced, and this is where many renewal invoices jump.

    • Up to six activities that share the same first two digits of the activity code (for example 50xx-xx) sit inside the standard AED 20,265 licence.
    • A seventh or later activity in the same two-digit group costs AED 1,500 per activity per year.
    • A new two-digit group that shares the first digit (for example moving from 50xx-xx into 51xx-xx) costs AED 10,000 a year and allows up to six activities in that group.
    • A completely different two-digit group (for example 74xx-xx) costs AED 20,265 a year, the price of a full licence.
    • An activity from a different licence type, such as adding a trading activity to a service licence, needs a new licence at AED 20,265 a year.
    • Operating from a second building needs an additional licence at AED 20,265 a year.
    • Some activities, including single-family office, real estate and DGCX-related activities, are standalone and cannot be combined with others.

    Amendments are priced separately. DMCC lists AED 1,515 for an activity amendment or addition, an address amendment, or an operating name change, and AED 4,515 for a company name change, capital change or share transfer. Our trade licence amendment guide covers these in detail.

    Our opinion: before you renew, delete activities you no longer use and check whether a planned new activity falls in a group that costs AED 1,500 or AED 20,265. That one check is often worth more than any discount on the renewal itself.

    Visas and the establishment card at renewal

    Your licence and your establishment card renew separately, and visas renew on their own dates. Lining them up saves time and penalties.

    Establishment card. DMCC lists AED 1,805 for the annual renewal, or AED 2,205 for priority service. Late renewal is AED 100 per month up to AED 1,000, a cap set by the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP). An expired establishment card stops new visa applications, so renew it in the same week as the licence.

    Employee residence visas. DMCC lists AED 2,200 to renew a residence permit for one year and AED 2,790 for two years, with an optional priority service of AED 1,000. Emirates ID typing is listed at AED 351.40 for one year and AED 451.40 for two years. Every visa holder also needs a medical fitness test (the standard Dubai fee is AED 270) and health insurance, and DMCC charges an employee protection insurance premium by salary band, from AED 85 for a one-year visa at the lowest band.

    Visa quota. If you need more visas than your premises allow, DMCC lists AED 500 per additional visa requested plus a non-refundable AED 250 application fee. The AED 500 is refunded if the request is declined.

    Cancellations. If someone has left, cancel their visa rather than renewing it. DMCC lists AED 438 for a cancellation inside the country and AED 580 outside. Federal residence rules and fees are published by the ICP, and Dubai-sponsored residence matters are handled with the GDRFA.

    Corporate tax, VAT and audit checks to run at renewal

    A renewal is the natural moment to check the filings that sit outside DMCC but follow the company everywhere.

    Audited accounts. DMCC's guidelines require every member company, including branches and subsidiaries, to upload audited financial statements and a summary sheet signed and stamped by the auditor within six months after each financial year end, through the Compliance Services section of the portal. The auditor must be on DMCC's Approved Auditors List. The renewal guideline does not list audited statements as a renewal document, but a missed submission becomes a compliance issue of its own, so keep both on one calendar.

    Corporate tax registration. Every DMCC company is a taxable person under UAE corporate tax and must register with the Federal Tax Authority (FTA), even if it expects to qualify for the 0% free zone rate. Qualifying free zone persons can pay 0% on qualifying income, with 9% on other taxable income above the threshold. The late registration penalty is AED 10,000, so if you are unsure whether you registered, check before you renew.

    Updating the FTA after changes. If the renewal comes with a change of activity, address, shareholders or manager, the FTA expects your tax records to be amended within 20 business days. The published penalty for not doing so is AED 1,000, rising to AED 5,000 for a repeat within 24 months.

    UBO register. Changes in beneficial ownership must be reflected within 15 working days under Cabinet Resolution 109 of 2023. Renewal is a good time to confirm the register matches reality.

    VAT. If your taxable supplies passed the mandatory threshold during the year, VAT registration is due regardless of your renewal date.

    Renew, downgrade, move or close: which is right for you

    Not every DMCC company should renew in the same form. Four honest options:

    Renew as is. The right choice if your activities, premises and visas still match the business and DMCC's address and network matter to your clients or banks. Commodity traders, gold and diamond businesses and companies serving international counterparties often get real value from the DMCC name.

    Renew and restructure. Trim unused activities, move from a physical office to a flexi desk if your team works elsewhere, or switch to a package. This is where most savings sit.

    Move to another free zone. DMCC's renewal sits well above zones such as IFZA, where our renewal price without visas is AED 12,900 a year, or Meydan at AED 12,500. But moving is not a renewal. It means a new licence, new establishment card, new visas, a new bank KYC and the cost of closing the DMCC company properly. It pays off for a service business with no need for the DMCC address, and rarely for a trading company whose suppliers and bank know it as a DMCC entity.

    Close the company. If the business has stopped, closing it through DMCC's winding-up process is cheaper over time than letting the licence lapse into sanctions, termination and a reinstatement fee from AED 30,280.

    Our view: for a solo founder on a flexi desk who invoices international clients for services, a move deserves a proper cost model. For a trading company with bank lines and supplier contracts tied to DMCC, renew and restructure.

    Common mistakes to avoid

    • Budgeting only the licence fee. The licence is AED 20,265, but the card, desk, lease admin and visas push a small company to roughly AED 38,700 or more.
    • Letting the lease expire first. DMCC charges AED 500 per month on a late lease renewal from the lease expiry date, separately from the licence.
    • Forgetting the Operational Fitness Certificate. Offices and retail units need it before renewal, at AED 1,000 per inspection, so book it early.
    • Treating days 1 to 30 as safe. There is no published late fee in that window, but the account can be sanctioned and banks see an expired licence.
    • Counting a multi-year discount before you see it. The printed two, three and five-year amounts equal the one-year fee multiplied out. Wait for the invoice.
    • Adding an activity from a new group by accident. A different two-digit group costs AED 20,265 a year, the price of a full licence.
    • Renewing visas for people who have left. Cancel at AED 438 inside the country instead of renewing at AED 2,200.
    • Missing the audited accounts deadline. Six months after year end, through a DMCC Approved Auditor.
    • Never registering for corporate tax. DMCC companies must register even at 0%. The late registration penalty is AED 10,000.
    • Not sending the renewed licence to the bank. An expired licence on file is an easy reason for a bank to restrict an account.
