Quick AnswerFire safety company license Dubai 2026: Dubai Civil Defence categories A to H, contractor fee AED 1,000 per system plus AED 3,000 programme fee, and steps.

A fire safety company in Dubai needs two licences: a commercial licence from the Department of Economy and Tourism (DET) or a free zone, and an activity licence from the General Command of Dubai Civil Defence (DCD). On the DCD service catalogue read on 28 October 2026, a new installation and maintenance contractor licence lists AED 1,000 per system plus a AED 3,000 Safety Prevention Program fee per system and AED 300 per engineer or technician card, while a fire safety consultancy licence lists AED 1,000 per activity. Contractors are classified in eight categories, A to H.

The reason this licence matters so much is written into Dubai law. Article 16 of Dubai Law 4 of 2025 tells every licensing body in the emirate not to issue or renew a licence, permit or approval until the applicant shows a valid Civil Defence certificate confirming preventive safety requirements are met. In practice that puts fire safety contractors and consultants inside every other company's trade license renewal Dubai cycle: shops, warehouses, clinics, restaurants and offices all need a compliant system, maintained under contract, before their own licence can roll over. Demand for this work is steady and recurring because the law ties it to renewal, not to a one-off fit-out.

This guide is written for founders who want to run that kind of company: engineers leaving a larger contractor, MEP firms adding a fire division, equipment traders who want to resell approved products, and consultancies that want to prepare fire strategies and designs. It sets out the routes DCD actually runs, what each one costs, the order in which approvals come, and where new fire safety businesses lose months. Every Civil Defence figure here was read on the official DCD service pages and the Dubai Legislation Portal on 28 October 2026. Fees change, so confirm each one on the official portal before you pay.

The two licences behind every fire safety company

A fire safety business in Dubai is never a single licence. It is a stack.

Layer one: the commercial licence. DET issues mainland licences, and each free zone authority issues its own. This licence creates the legal entity, carries the activity names, and is the basis for your establishment card, visas and bank account. DET does not publish a fee schedule for standard mainland licences; the cost depends on activities, legal form and premises, so any number you see quoted as "the DET fee" is an estimate.

Layer two: the Civil Defence activity licence. DCD licenses the technical side: who may consult on fire safety, who may install and maintain systems, who may resell equipment, and which engineers and technicians are approved to work on which systems. DCD's company approval catalogue lists separate services for licensing a house of experts (consultancy), licensing maintenance companies of tools for civil defence (installation and maintenance contractors), licensing resellers and agents for fire equipment, approving engineers or technicians, annual maintenance contracts, factory and fire door licences, training institutes, NOC letters and signature cards for companies trading in protective safety equipment. You can see the full list on the DCD company approval services page.

The practical point is that the commercial licence comes before the Civil Defence licence. DCD's service text describes each route as enabling "the party under Dubai Economic Department" or a free zone company to become an official authorisation for the activity. You apply to DCD as an existing company, not as an idea.

There is also a third layer most founders forget: your people. DCD approves engineers and technicians individually, per system. The company licence rests on those approvals, so recruitment, visas and the technical file move together.

What the law says: Dubai Law 4 of 2025

Dubai Law 4 of 2025 established the General Command of Dubai Civil Defence. It was issued on 7 April 2025 and takes effect from its publication in the Official Gazette. You can read the Arabic text on the Dubai Legislation Portal. Five articles shape the fire safety business directly.

Article 19(a): trading needs prior approval. No person or company may trade in or deal in the systems, equipment, devices, machinery and tools needed for civil defence work without the prior approval of the General Command. That approval is issued after the General Command checks the products are ready for use and conform to international specifications. This is the legal root of the reseller and agent licences and of product approvals.

Article 19(b): installation and maintenance need prior approval and licensed people. Systems and equipment may not be installed or maintained without prior approval, and the installation and maintenance must be supervised by specialists and technicians licensed for it by the General Command. This is the legal root of the contractor licence and of the engineer and technician cards.

Article 19(c): systems cannot be removed, disabled or left unmaintained. Every preventive safety system installed in a building is treated as dedicated to civil defence use. Moving, removing, disabling, damaging, modifying or failing to maintain any of it is prohibited, and the offender must restore the original condition at their own cost. For a contractor, this is why sloppy maintenance is a legal exposure, not a service complaint.

Article 16: no licence without a valid certificate. Licensing bodies may not issue or renew licences, permits or approvals without a valid Civil Defence preventive safety certificate (16a). Insurers may not insure a building or facility against fire without one either (16b). This is the demand engine for the whole sector.

Article 17: owners must maintain. Owners of facilities and buildings must carry out periodic maintenance of fire prevention systems, keep the approved safety measures in place, and notify the General Command and get its approval before any modification that affects preventive safety. Periodic maintenance is the recurring revenue line for a licensed contractor.

Article 28: fines. Violations of the law and its implementing decisions are punishable by a fine of AED 1,000 to AED 1,000,000. A repeat of the same violation within one year doubles the fine, up to AED 2,000,000. The specific violations and amounts are set by a resolution of the Chairman of the Executive Council.

Article 15 adds one more obligation worth knowing when you sell services: establishments designated by the Commander-in-Chief must appoint a qualified person responsible for preventive safety, who acts as the link with the General Command. Many of your future clients will be looking for a contractor who can work alongside that person.

Which DCD licence fits your business model

Pick the route before you pick the jurisdiction, the activity names or the team. Each route has a different technical bar and a different fee base.

    1. Fire safety consultancy (house of experts). DCD describes this as consultancy in preventive fire safety for buildings and facilities, including preparing firefighting strategies, evacuation planning, risk assessment, and engineering designs for preventive safety systems and their modification. The catalogue lists separate consultancy routes for buildings and facilities, gas networks, and hazardous materials, each under DET or under a free zone. If your strength is engineering design and approvals rather than site crews, this is your route.

    2. Installation and maintenance contractor. DCD licenses contractors to install and maintain firefighting and preventive safety equipment, devices, materials and accessories in buildings and facilities "as per their classified category". The eight categories are:

    • Category A: protection systems and firefighting systems
    • Category B: firefighting systems
    • Category C: protection systems
    • Category D: gas systems
    • Category E: ventilation and smoke control systems
    • Category F: fire resistant doors, windows and wall resistant materials
    • Category G: fire retardant substances
    • Category H: cladding systems

DCD states that contractors are classified according to their capabilities, technical abilities and human capabilities. In plain terms, the category you can hold depends on the engineers and technicians you can show.

    3. Distributor or reseller of fire equipment. This route lets a company resell firefighting and preventive safety equipment, devices and materials under a distribution agreement granted by an agent or manufacturer authorised by the competent authority. The file asks for the distribution agreement signed with the official agent accredited by Civil Defence, stating the types of devices or materials to be licensed and attested by the Ministry of Foreign Affairs, and a certificate of compliance with the approved standard specifications.

    4. Agent for fire equipment. Agents sit one level above resellers. The reseller documents reference agent registration with the Ministry of Economy and a Civil Defence agent or manufacturer licence. If you hold a brand's regional agency, this route comes before your distributors can be licensed.

    5. Supporting licences. The catalogue also lists annual maintenance contracts for preventive safety systems or gas systems, fire door and factory licences, training institutes in preventive fire safety, and signature cards for companies trading in protective safety equipment. These usually come after your core licence.

Our view: most new founders should start with one contractor category they can genuinely staff, usually C (protection systems such as alarms and detection) or B (firefighting systems), and add categories as the team grows. Applying for Category A on day one with a thin team is the fastest way to a long, expensive review.

What DCD charges: the published fee schedule

The table below rebuilds the fee lines DCD publishes for companies under DET, read on 28 October 2026. DCD notes that "a combination of items listed below will be applicable as service fee based on the request conditions", so treat totals as estimates and confirm on the portal.

DCD service (company under DET) Licence fee Programme or approval fee Card fee Other fees (AED)
New fire safety consultancy (buildings and facilities) AED 1,000 per activity None listed AED 300 per engineer 50 system fee + 10 knowledge + 10 innovation
New installation and maintenance contractor AED 1,000 per system AED 3,000 Safety Prevention Program per system AED 300 per technician or engineer 50 system fee + 10 knowledge + 10 innovation
Renewal of installation and maintenance contractor AED 1,000 per system AED 1,000 Safety Prevention Program per system AED 300 per technician or engineer 50 system fee + 10 knowledge + 10 innovation
New distributor or reseller AED 1,000 per activity AED 100 per equipment item None listed 10 knowledge + 10 innovation
New engineer or technician approval None listed AED 100 initial approval per system None listed 10 knowledge + 10 innovation

Worked example, new contractor. A company licensed for one system with four approved staff would pay, on the published lines, AED 1,000 licence fee, AED 3,000 programme fee, AED 1,200 in cards (4 x 300), AED 50 system fee and AED 20 in knowledge and innovation fees: about AED 5,270 to DCD, plus AED 110 per person for the individual engineer and technician approvals (AED 440 for four). Each additional system adds AED 4,000 on the licence and programme lines alone.

Worked example, renewal. The same company renewing a year later would see AED 1,000 licence fee, AED 1,000 programme fee, AED 1,200 in cards, AED 50 and AED 20: about AED 3,270. The programme fee drops from AED 3,000 to AED 1,000 per system at renewal, which is the single biggest line difference between year one and year two.

These are Civil Defence fees. They sit on top of the commercial licence, visas, office and insurance.

Mainland or free zone for a fire safety company

DCD runs parallel routes for companies under DET and companies under a free zone for consultancy, contractor, reseller and engineer approvals. So the Civil Defence side does not force one jurisdiction. The commercial side does.

Mainland (DET). A mainland company can contract directly with building owners, facility managers, malls and main contractors anywhere in Dubai, which is where most fire safety work sits: retrofits, annual maintenance, fit-out systems and renewal-driven inspections. For a contractor, mainland is usually the right answer. Noble Core's mainland setup starts from AED 24,999, quoted after we confirm the activity list, legal form and premises. DET does not publish a fee schedule for standard licences, so we show you each government line at actual.

Free zone. A free zone fits a consultancy or a reseller that serves clients across the UAE and abroad, or an agent holding stock. Free zone packages on our rate card start well below mainland, but before you choose one check two things in writing: whether the zone licenses the exact fire safety activity you need, and how you will legally execute or invoice work on mainland sites. If most of your revenue will come from maintenance contracts on mainland buildings, a free zone saving can disappear in workarounds.

Our rule of thumb: contractors and installers go mainland; pure consultancies and equipment traders compare both. If you are unsure, map your next ten target clients by location and contract type. The answer is usually obvious once you do.

      Approvals in order

The sequence below is the order that avoids rework. Each step names the authority, the official link and the date we checked it.

      1. Decide the DCD route and category. Consultancy, contractor (A to H), reseller or agent. Write down the systems you will cover. Checked on the DCD company approval catalogue, 28 October 2026.
      2. Choose the jurisdiction and reserve the name. DET for mainland through Invest in Dubai, or your chosen free zone authority. Match the activity wording to the DCD route so the two licences describe the same business. Checked 28 October 2026.
      3. Secure premises. A contractor needs a real operating base for staff, equipment and records; the lease must be registered (Ejari on the mainland) before the licence is issued or renewed. Workshop and storage needs depend on your category.
      4. Issue the commercial licence. DET or the free zone issues the trade licence, then the establishment card with the General Directorate of Residency and Foreigners Affairs (GDRFA) and the labour file with the Ministry of Human Resources and Emiratisation (MOHRE).
      5. Hire and visa your engineers and technicians. Through MOHRE and GDRFA for mainland companies. Collect each person's academic qualification, experience letter and photo while the visa is processing.
      6. Get each engineer and technician approved by DCD. AED 100 per system plus AED 20. The file needs passport and visa copies, academic qualification, passport photo and an experience letter (or a previous company visa for technicians without one). Membership of a recognised professional body helps. Checked 28 October 2026.
      7. Apply for the DCD company licence. Contractor: AED 1,000 per system, AED 3,000 programme fee per system, AED 300 per card. Consultancy: AED 1,000 per activity and AED 300 per engineer card. Applications go through DCD's smart services and listed service centres, including Tasheel at the Civil Defence headquarters and Al Barsha Mall, Al Nahda and Al Yalayis government transaction centres. Checked 28 October 2026.
      8. For resellers: approve products and agreements. Attested distribution agreement with the accredited agent, certificate of conformity for each product, AED 100 per equipment item.
      9. Register for tax. Corporate tax registration with the Federal Tax Authority (FTA) for every company, and VAT registration once taxable supplies pass the mandatory threshold. General information; confirm with a registered tax agent.
      10. Diarise renewals. Your trade licence, establishment card, staff visas, DCD company licence and each engineer card each have their own expiry. Put them on one calendar.

Your people are the licence: engineer and technician approval

New fire safety businesses fail on staffing far more often than on paperwork. DCD's own description of the contractor categories says classification follows "capabilities, technical abilities, and human capabilities". The company licence is a wrapper around approved people.

      Three practical consequences follow.

Hire before you apply. The contractor licence lists AED 300 per technician or engineer card, and the new-licence file asks for passport and visa copies of each technician and engineer. A company without visa'd staff has nothing to put in the file. Budget the time for recruitment and visa processing, which on the mainland runs through MOHRE and GDRFA, before you book the DCD application.

Approval is per system. Engineer and technician approval is charged per system, AED 100 each. An engineer approved for fire alarms is not automatically approved for sprinklers. When you add a category, check whether your existing staff are approved for the new system or whether you need to hire.

People leave; approvals follow them. DCD lists services for amendment, replacement and cancellation of engineer and technician approvals. When a key engineer resigns, the company has to replace that approval to keep its category supported. Build a bench of at least two approved people per system you hold, so one resignation does not freeze your work.

On the consultancy side the bar is engineering credentials. For the buildings and facilities consultancy route, the published file asks for passport and visa copies of the engineers, and the fee schedule charges AED 300 per engineer card, so the licence is again built on named, approved engineers.

What renewal looks like, for you and for your clients

Renewal works in two directions for a fire safety company, and both matter commercially.

Your own renewal. Each year you renew the commercial licence with DET or your free zone, and the DCD contractor or consultancy licence with Civil Defence. On the published DCD schedule, contractor renewal lists AED 1,000 per system plus a AED 1,000 programme fee per system, AED 300 per card and small system fees, and asks for current visa copies of every engineer and technician. Because Article 16 of Law 4 of 2025 bars renewal of any licence without a valid preventive safety certificate, your own premises must also hold a valid certificate when your trade licence renews. If you want the full mainland renewal sequence, our trade licence renewal guide for Dubai walks through it step by step.

Your clients' renewals. Every shop, clinic, restaurant and warehouse in Dubai faces the same Article 16 gate. That makes renewal season a sales season for licensed contractors: building owners need maintained systems and current certificates before their tenants can renew, and Article 17 obliges owners to carry out periodic maintenance. If you are building a maintenance book, plan your sales calendar around your clients' licence expiry dates rather than around construction cycles.

Amendments. Adding a contractor category, adding a consultancy field such as gas networks or hazardous materials, or changing your engineers all go through DCD amendment routes. On the commercial side, adding a new activity to your trade licence is a separate DET or free zone amendment; see our guide to trade licence amendment in Dubai.

      A realistic year-one budget

Here is how the cost of a small mainland fire safety contractor usually breaks down. Our figures come from the Noble Core rate card; government figures come from the official pages named above. Anything we cannot verify is marked "quoted after scoping".

Cost line Who sets it Amount
Mainland company setup (Noble Core) Noble Core From AED 24,999
DCD contractor licence, one system, four staff DCD (published) About AED 5,270
DCD engineer and technician approvals, four people, one system DCD (published) About AED 440
Corporate tax registration (Noble Core service) Noble Core AED 400
VAT registration (Noble Core service) Noble Core AED 500
Bank account opening support (Mashreq Neo or Wio) Noble Core AED 800
Basic health insurance per person per year Noble Core AED 500
Office or workshop rent and Ejari Landlord and DLD Quoted after scoping
Staff visas beyond the package MOHRE and GDRFA Quoted after scoping
Tools, test equipment and vehicles Market Quoted after scoping

Two judgment calls shape this budget more than any single fee. One is how many systems you license on day one: each additional contractor system adds AED 4,000 on the DCD licence and programme lines plus the staff to support it. The other is premises: a contractor with stock and vehicles needs more than a desk, and a lease that does not match the activity is a common reason for a delayed licence.

      Common mistakes to avoid

      • Applying to Civil Defence before the company exists. DCD licenses companies under DET or a free zone. Without the commercial licence and visa'd staff, there is no file.
      • Choosing a category you cannot staff. Category A covers both protection and firefighting systems. Without approved engineers and technicians for both, the review stalls and fees for unused systems are wasted.
      • Activity wording that does not match the DCD route. If your trade licence says general maintenance and your DCD file says fire protection systems, expect questions. Align them at the setup stage.
      • Picking a free zone without checking mainland execution. A cheaper licence is a false saving if your clients are mainland buildings and you cannot invoice or execute there cleanly.
      • One approved engineer per system. When that person leaves, your category is unsupported. Keep at least two approved people per system.
      • Reselling products without an attested agent agreement. Article 19(a) requires prior approval to trade in civil defence equipment, and the reseller file needs the distribution agreement and a certificate of conformity.
      • Forgetting your own certificate. Your own premises need a valid preventive safety certificate when your trade licence renews, under Article 16.
      • Treating maintenance as optional. Article 19(c) prohibits leaving systems unmaintained or disabled, and Article 28 sets fines from AED 1,000 up to AED 1,000,000, doubled for a repeat within a year.

What Noble Core does for you

Noble Core is an independent private business setup consultancy with offices in Dubai and Riyadh, operating since 2020. We are not a government body and we do not issue licences or approvals. DET, your free zone authority and Dubai Civil Defence decide every application, and we never guarantee an approval, visa or bank account.

For a fire safety company we handle the commercial side end to end and prepare the Civil Defence side with you:

      • choose mainland or free zone against your actual client list;
      • align the trade licence activities with the DCD route and category;
      • set up the company, establishment card and immigration file, and process visas for your engineers and technicians;
      • prepare the engineer and technician approval files and the DCD company licence file;
      • register you for corporate tax (AED 400) and VAT (AED 500) and support a business bank account application (AED 800);
      • diarise every expiry so your own trade license renewal Dubai date, DCD licence and staff cards never lapse together. For the renewal itself, start with our trade license renewal Dubai guide.

If your building needs a fire NOC rather than a fire safety company, our civil defence approval guide is the right starting point. If you are adding fire systems to an existing MEP business, read our MEP contracting licence guide alongside this one.

      Frequently Asked Questions

Who licenses a fire safety company in Dubai?

Two bodies are involved. The Department of Economy and Tourism (DET), or your free zone authority, issues the commercial licence. The General Command of Dubai Civil Defence (DCD) then issues the activity licence that lets you consult on, install, maintain or resell fire and life safety systems. You need both before you can sign or execute fire safety work in Dubai.

How much does the Dubai Civil Defence contractor licence cost?

On the DCD service catalogue read on 28 October 2026, a new installation and maintenance contractor licence lists AED 1,000 per system, a Safety Prevention Program participation fee of AED 3,000 per system, AED 300 per technician or engineer card, a AED 50 system fee and AED 20 in knowledge and innovation fees. Confirm the final figure on the official portal.

What are the DCD contractor categories A to H?

DCD classifies installation and maintenance contractors by capability: A protection and firefighting systems, B firefighting systems, C protection systems, D gas systems, E ventilation and smoke control, F fire resistant doors, windows and wall materials, G fire retardant substances, and H cladding systems. Your category decides which jobs you can legally take and which engineers you must employ.

Is renewing a DCD contractor licence cheaper than getting a new one?

Yes, on the published schedule. The renewal of a contractor licence for a DET company lists AED 1,000 per system and a Safety Prevention Program participation fee of AED 1,000 per system, against AED 3,000 for a new licence, plus AED 300 per card and small system fees. Renewal also asks for current visa copies of every approved engineer and technician.

Can a free zone company get a fire safety licence from Dubai Civil Defence?

DCD runs separate service routes for companies under DET and companies under a free zone for consultancy, contractor, reseller and engineer approvals. That means the Civil Defence side is open to both. Whether your free zone permits the activity, and how you will execute work on mainland sites, is a separate question to settle before you choose the jurisdiction.

Do my engineers need separate approval from Dubai Civil Defence?

Yes. DCD approves engineers and technicians individually, per system, and the initial approval fee is AED 100 per system plus AED 20 in knowledge and innovation fees. The file needs passport and visa copies, academic qualifications, a photo and an experience letter. Approved staff are what the company licence rests on, so hire before you apply for the company licence.

What does Dubai Law 4 of 2025 change for fire safety companies?

Law 4 of 2025, issued on 7 April 2025, created the General Command of Dubai Civil Defence. Article 19 requires prior Civil Defence approval to trade in, install or maintain civil defence systems and equipment, with work supervised by licensed specialists. Article 16 bars any licence from being issued or renewed in Dubai without a valid preventive safety certificate.

Can Noble Core set up my fire safety company in Dubai?

Yes. Noble Core is an independent private business setup consultancy with offices in Dubai and Riyadh, operating since 2020. We set up the DET or free zone company, align the activity wording with the DCD route, handle visas for your engineers and prepare the Civil Defence files. DCD decides every approval; we cannot guarantee one. Mainland setup starts from AED 24,999.
