Quick AnswerWaste management license Dubai 2026: DET activity, Dubai Municipality permit at AED 1,000 per activity a year, RASID vehicle rules, fines and renewal.
A waste management license in Dubai is two approvals, not one: a trade licence from the Department of Economy and Tourism (DET) or a free zone authority that carries a waste activity, and a Dubai Municipality (DM) permit under Law No. 18 of 2024 that costs AED 1,000 per activity per year and is renewed every 12 months, with the renewal application due no later than 30 days from expiry. Every truck must be registered in the company's name, carry a RASID tracking unit and a DM sticker or chip at AED 300 each, and the fine for operating without the permit is AED 10,000, doubling on repeat.
If you already hold a Dubai licence and want to add waste collection, or you are entering the UAE to run a fleet, the sequence below is what you need. The permit sits on top of the licence, so the yearly cycle is a pair: trade license renewal Dubai for the DET side and the DM permit renewal for the municipality side. Miss either and the trucks stop. This guide walks through the regulator, the DET activity codes, the approvals in order, the published fees, the fleet rules, the renewal calendar, the fines and the setup cost, all re-read on the official portals on 29 October 2026.

Who regulates a waste company in Dubai
Three documents govern the sector today, and each one does a different job.
Law No. 18 of 2024 Regulating Waste Management in the Emirate of Dubai was issued on 4 September 2024 and is published on the Dubai Legal Portal. Article 5 makes Dubai Municipality the competent entity for the emirate. Article 9(a) states that no person may conduct any waste management related activity without obtaining the relevant permit from DM. Article 3(1) applies the law to all areas within the emirate, including special development zones and free zones such as the Dubai International Financial Centre, and Article 5(4) extends DM supervision to free zone authorities. In plain terms: a licence from any Dubai authority still needs the DM permit.
Administrative Resolution No. 34 of 2026 is the implementing bylaw, issued by the DM Director General on 10 February 2026 and in force 30 days after its publication in the Official Gazette. It sets the application conditions (Article 4), the procedure through the Unified Digital Window (Article 5), the one-year validity and the 30-day renewal window (Article 6), the vehicle rule (Article 11) and a six-month compliance period for existing operators (Article 16).
Executive Council Resolution No. 58 of 2017 still carries the fee and fine schedules. The 2026 bylaw cites it in its preamble, and Law No. 18 of 2024, Article 26, says DM collects the fees prescribed by the relevant resolution of the Chairman of the Executive Council. That is where the AED 1,000 permit fee, the AED 300 sticker fee and the AED 10,000 unlicensed-activity fine come from.
Two more instruments matter for daily operations. Administrative Resolution No. 253 of 2025 (1 August 2025) approved technical guidelines for evaluating and classifying waste collection and transportation establishments, waste trading establishments and waste treatment and recycling establishments. And the DM Technical Guidelines on Construction and Demolition Waste Collection and Transportation Services (DM-WSPD-P04-002, version 1.0, 22 August 2024) set the fleet, RASID, placard, PPE and record-keeping rules that inspectors apply on the road.

Which DET activity you actually license
"Waste management" is not a single activity on the DET list. The DM guidelines are written per activity code, and the permit follows the activity, at AED 1,000 per activity per year. Pick the stream you will carry and license that.
| Waste stream | DET activity named in the DM guideline | Guideline (checked 29 Oct 2026) | DM permit layer |
|---|---|---|---|
| Construction and demolition waste | 3811004 Construction and Demolition Waste Collection and Transportation Services | DM-WSPD-P04-002 v1.0 (22/08/2024) | Waste Collection or Transport or Trading (WCTT) permit + vehicle stickers + RASID |
| Organic and food waste | 3811005 Organic Waste Collecting Services | DM-WSPD-P04-024 v1.0 (22/08/2024) | WCTT permit + vehicle stickers + RASID |
| General waste collection, removal and transportation | Listed in ECR 58/2017 Schedule 5 as "waste collection, removal, and transportation services" | Schedule 5 | WCTT permit + vehicle stickers + RASID |
| Hazardous waste | Separate activity; a Hazardous Waste Transport Vehicle (HWTV) permit is required per the C&D guideline, section 4.3(b) | Technical Guidelines on Hazardous Waste Collection | HWTV permit on top of the WCTT permit |
| Scrap trading (metal, plastic, paper, glass, textiles, used tyres) | Each scrap trade is its own permit line in Schedule 5 | Trading guidelines (numbers 13 to 16 on the DM media server) | Trading permit; see our scrap metal and recycling guide |
The practical rule: license the activities you will operate in year one, because every extra activity is an extra AED 1,000 permit line and an extra set of technical requirements. A company that wants to add a stream later amends the permit for AED 100 and adds the DET activity through the normal amendment route.
Mainland or free zone? The law reaches free zones, so a free zone licence does not avoid the DM permit. Collection happens at client sites across the mainland, which is physical activity on the mainland, so a DET mainland licence is the clean route for a collection fleet. A free zone company makes sense for a waste trading or brokerage model that does not run trucks on Dubai roads, or for a holding structure above an operating LLC. If you already hold a free zone licence, read our guide to converting a free zone company to the mainland before you buy vehicles.
Approvals in order
This is the sequence as the regulations set it out. Each step names the authority and the official page we checked on 29 October 2026.
- Trade name and initial approval, DET. Reserve the name and obtain DET initial approval for the chosen waste activity through the Invest in Dubai portal or a DET service centre. Administrative Resolution No. 34 of 2026, Article 4(1), accepts either a commercial licence or an initial approval issued by the licensing authority as the basis for the DM permit application, so you do not need the final licence to start the DM file.
- Premises. DET needs a valid address with an Ejari contract (DLD fee AED 177.75 online, AED 220 at a trustee, re-read on the Dubai Land Department portal). A waste fleet also needs a yard or parking that the municipality will accept for the vehicles; this is a planning question, and industrial areas are the usual answer.
- DM permit application, Dubai Municipality Waste and Sewerage Agency. Submit through the Unified Digital Window (Article 5). Article 4 requires compliance with environmental and health requirements, including an environmental impact assessment study where required, and with the standards in the DM technical manuals. Fees are payable after the Agency approves the application (Article 5(6)): AED 1,000 per activity per year under ECR 58/2017, Schedule 5.
- Final DET licence. With the DM approval in hand, DET issues the licence. If you started on an initial approval, the permit file is completed against the issued licence. The licence and the permit then run on parallel annual calendars.
- RASID company registration, Dubai Municipality. Register the company on the RASID portal. The DM page states that all waste management companies need to register, upload soft copies of the relevant documents (company logo, trade licence and the Dubai Municipality certificate), and that DM scrutinises the application and confirms acceptance or rejection before any vehicle can be added.
- Vehicle registration and stickers. Register each truck in RASID with its Mulkiya (registration card) in the company's name, pay the DM sticker or electronic chip fee of AED 300 per vehicle (Schedule 6), and have the RASID GPS and weight sensor hardware installed by a DM-authorised third party. The C&D guideline's Annex 6 sets out the six RASID steps: company registration, company approval, vehicle registration, vehicle approval, third-party GPS device registration, and online payment.
- Hazardous stream, if applicable. Apply for the Hazardous Waste Transport Vehicle permit and follow the hazardous collection guidelines. Drivers must be qualified for hazardous work (Law No. 18 of 2024, Article 13(5)).
- Disposal site access. Vehicles delivering to DM-operated facilities and landfills pass through the NAFITH smart gates, which record vehicle, waste type, weights and timestamps. The site entry fee in Schedule 6 is AED 10 per vehicle, and the per-tonne disposal fees in Schedule 1 apply on top.
- Staff files. Employment visas, labour cards and establishment card through MOHRE and GDRFA as for any Dubai LLC. Workers need PPE and documented training under section 4.4 of the DM guideline.
- Classification. Under Administrative Resolution No. 253 of 2025 the Agency evaluates and classifies collection and transportation establishments against its published technical guidelines. Expect this review after you start operating, and keep the records in Annex 3 of the guideline ready.
The order matters because step 3 depends on step 1 and step 6 depends on steps 3 and 5. Companies that buy trucks before the DM approval tie up capital in vehicles that cannot legally work.

| RASID vehicle registration (one-time) | 150 per vehicle online, 200 at the front desk | dm.gov.ae RASID fees page |
| RASID annual system and GPS licence | 780 per vehicle per year | dm.gov.ae RASID fees page |
| RASID weighing sensor inspection and integration (one-time) | 1,000 per vehicle (general and organic waste vehicles) | dm.gov.ae RASID fees page |
RASID charges sit outside the resolution and are published on the Dubai Municipality RASID fees page (last modified 28 October 2026, re-read the next day). Vehicle registration is a one-time AED 150 per vehicle through the online RASID application or AED 200 per vehicle at the RASID front desk. The annual charge for system maintenance and the GPS vehicle licence is AED 780 per vehicle. Inspection and integration of the weighing sensor is a one-time AED 1,000 per vehicle, mandatory for general waste and organic waste collection and transport vehicles and optional for other waste transport vehicles. The page states that the subscription charges are mandatory whether a company employs a single vehicle or many. Section 4.3(e) of the DM guideline confirms that all one-time, monthly and annual costs of the system are borne by the company. Disposal fees are passed through to clients in most contracts, which is why the DM guideline insists the contract states the price of the service and the basis on which the value is calculated.
A note on scale. A general waste truck costs AED 300 for the DM sticker, AED 150 for RASID registration, AED 1,000 for the weighing sensor integration and AED 780 a year for the RASID licence before it collects anything, so a five-truck fleet carries about AED 11,150 in regulator and system charges in year one on top of the AED 1,000 activity permit. A single C&D skip truck delivering 15 tonnes a day to landfill at AED 20 per tonne then generates AED 300 a day in disposal fees before fuel and labour. Your pricing to clients has to carry that, and your RASID weight sensors are what the municipality uses to check declared tonnage.

Vehicles, RASID and NAFITH: the fleet rules inspectors check
The DM collection and transportation guideline, section 4.3, is the checklist that gets trucks stopped. The points below are taken from it directly.
- Registration in the company's name. Vehicles must be registered under the company requesting the transport licence. The guideline adds that it is strictly forbidden to use any vehicle not registered under the company's name, even if the company operates under a single sponsor or as a subsidiary. This closes the common plan of renting trucks from a sister company.
- RASID in every vehicle. All companies must use the automated location tracking system (RASID) in all their vehicles, with GPS, weight sensors and the related software installed by a DM-authorised third party. The list of approved hardware units is on the DM website, and the RASID fees page lists AED 150 per vehicle to register, AED 780 per vehicle a year and AED 1,000 per vehicle for the weighing sensor on general and organic waste trucks.
- NAFITH at DM facilities. Any waste transported to DM-operated facilities and landfills goes through the NAFITH smart gate system, which tracks vehicle, waste type, in and out weight, and date and time.
- Placards. Each vehicle carries a clear identification panel with the company name, 24-hour contact numbers and a distinctive vehicle number, at a minimum of 100 cm by 200 cm.
- Lights and alarms. Front and rear warning lights, reflective markings, rotating warning lights (at least one at the front and two at the rear) switched on during collection, and an audible reversing warning device.
- Covers and loads. Open containers and trucks are covered with a tarpaulin in transit, loads are unloaded at designated sites, vehicles are never used as temporary storage, and load transfers between vehicles are prohibited except after a breakdown, with DM informed.
- Equipment. Firefighting equipment, an emergency medical kit and a shovel for spillage clean-up, with staff trained to use them.
- Roadworthiness. Current RTA registration, regular servicing and cleaning. Unregistered open trucks and pick-ups are not allowed to transport C&D waste under any circumstance.
Law No. 18 of 2024 backs this up at the level of the law: Article 13 requires carriers to use vehicles authorised for the waste type, to install a tracking system compatible with DM monitoring systems, and not to tamper with DM-prescribed devices or chips. Article 21 lets DM impound non-compliant vehicles.
Staff, contracts and records: what the municipality expects on paper
Fleet compliance is half the job. The other half is the documentation DM reads during inspection and classification.
Contracts. Section 4.1 of the DM guideline requires every client contract to state the service provider's headquarters and the client's address, contract start and end dates, collection frequency by days and times, waste type and daily quantity, a 24-hour Dubai telephone number for complaints, the number, type and size of containers and who maintains them, renewal terms, and suspension and termination provisions. Containers must be labelled with the company name and licence number, and removed when a contract ends.
Containers and colour codes. For construction sites DM specifies colour codes: RAL 7035 for inert aggregates, RAL 1018 for metal, RAL 8011 for timber, RAL 6018 for dry recyclables, RAL 3027 for hazardous materials and RAL 7021 for general waste.
People. Section 4.4 requires recognisable uniforms, gloves, safety shoes and protective face masks as the minimum PPE, training on collection operations, health and safety and emergency procedures, and mandatory training for all personnel involved in collection and transportation.
Records. Annex 3 of the guideline provides the record-keeping templates: collection logs by date, type, amount and licence plate, vehicle maintenance logs by technician, and incident records, all available for DM inspection. The Duty of Care programme requires every transfer of waste to be recorded in the waste manifest.
Classification. Administrative Resolution No. 253 of 2025 gives the Agency the power to evaluate and classify establishments and to review the guidelines periodically. Keep the records above in order from day one, because they are the evidence the classification relies on.
Renewal: the yearly pair of licence and permit
This is the part that catches existing operators, and it is where most of our enquiries on this topic come from.
The DM permit. Administrative Resolution No. 34 of 2026, Article 6(a): a permit is valid for one year, renewable for the same period, and a renewal application must be submitted no later than 30 days from the date of its expiry, with the prescribed fees paid. Article 6(b) allows the Agency to issue shorter permits for certain activities under its technical manuals. The renewal fee is the same AED 1,000 per activity per year. Operating on an expired permit is a separate fine of AED 5,000 under Schedule 7, so the 30-day window is not a grace period for the trucks; it is a filing deadline.
The DET licence. Article 4 of the bylaw makes a valid commercial licence a condition of the permit, so an expired DET licence undermines the permit as well. Renew the licence on time through DET, with a current Ejari and settled fines, and keep the licence and permit renewal dates within a few weeks of each other. Our DED licence renewal guide covers the mainland renewal file, and the hub on trade license renewal in Dubai covers the timing and documents for every licence type.
Vehicles at renewal. The C&D guideline's Annex 1 ties validity together: the WCTT permit is valid for the same duration as the licence issued by the concerned authorities, while the permit for vehicles to access DM disposal sites is valid for the same duration as the vehicle registration in RASID, which is one year. So every year you renew the DET licence, the DM activity permit, each vehicle's RASID registration and the RTA registration of each truck. Build a single renewal calendar for the company and the fleet.
Amendments. Changing permit details costs AED 100, and failure to notify DM of any amendment to the details of a facility within one month is fined AED 5,000. If you move yard, change the trading name or add a truck, notify both authorities inside the month.
Fines and penalties published for Dubai waste activities
Schedule 7 of Executive Council Resolution No. 58 of 2017, re-read on 29 October 2026. Under Article 2(b) of the resolution a repeat of the same violation within one year doubles the fine, capped at AED 100,000, and DM may also warn, suspend work for up to six months or revoke the permit.
| Violation | Fine (AED) |
|---|---|
| Conducting a waste management activity without a permit | 10,000 |
| Conducting the activity with an expired permit | 5,000 |
| Violating the terms of a permit | 5,000 |
| Submitting false documents or information to obtain a permit | 5,000 |
| Failure to notify DM of an amendment to facility details within one month | 5,000 |
| Failure to comply with approved instructions and technical guidelines | 5,000 |
| Failure to affix the sticker or electronic chip in the designated place | 1,000 |
| Tampering with stickers or electronic chips | 10,000 |
| Failure to submit required reports, information and data on time | 1,000 |
| Disposal of general waste other than at the designated site for that waste type | 1,000 |
| Disposal of hazardous waste other than at the designated sites | 50,000 |
| Bringing general waste from outside the emirate into a Dubai landfill | 10,000 |
| Entering a general waste disposal site without a permit | 2,000 |
Law No. 18 of 2024 raises the ceiling. Article 20(a) allows fines up to AED 500,000 for violations of the law, doubled for repeats within a year up to that maximum, with the detailed table to be set by resolution of the Chairman of the Executive Council. Article 21 adds administrative measures: warnings, suspension or revocation of permits, suspension or closure of the establishment, impounding of non-compliant vehicles, and disconnection of water and electricity. The commercial lesson is simple: the paperwork costs far less than one impounded truck.
What a waste management company costs to set up in 2026
Three layers of cost, and they should be quoted separately.
Company formation. Our Dubai mainland company formation starts from AED 24,999 for the licence work. Visas are priced per person, and the usual add-ons are bank account opening at AED 800, VAT registration at AED 500 and corporate tax registration at AED 400. Health insurance is required by law and is priced separately. If a free zone trading or holding structure fits your model better, free zone packages start from AED 4,899 at Ajman NuVentures Centre Free Zone (AED 10,800 with one visa), AED 5,750 at SHAMS for a media licence, AED 12,900 at IFZA and from AED 43,999 at DMCC, but remember that a collection fleet working on Dubai roads is a mainland activity.
Government and regulator fees. Trade name AED 620 and Ejari AED 177.75 online (both from the official portals), the DM permit at AED 1,000 per activity per year, vehicle stickers at AED 300 each, RASID registration at AED 150 per vehicle plus AED 780 per vehicle per year and AED 1,000 per vehicle for the weighing sensor, disposal site entry at AED 10 per vehicle, and the per-tonne disposal fees above. DET does not publish a mainland licence fee schedule; the licence fee is shown when the application is filed and we quote it from the DET system, not from a brochure.
Operations. Trucks registered in the company's name, RASID hardware and system fees, a yard, PPE, training, insurance and the 24-hour complaints line. These are the real capital items, and they are the reason this activity is for operators with contracts in hand rather than for a licence bought on speculation.
What we will not quote is anything we cannot verify. If a figure above changes on the official portal, the portal wins.
Common mistakes to avoid
- Buying trucks before the DM permit is approved. Vehicles cannot work until the permit exists and each one is registered in RASID with a sticker. Sequence the capital.
- Registering vehicles under a sister company. The DM guideline prohibits using any vehicle not registered under the permit holder's name, including single-sponsor and subsidiary arrangements.
- Licensing "waste management" in general. The permit and the guidelines are per activity. License the streams you will carry and add the rest by amendment.
- Treating the 30-day renewal window as a grace period. It is the deadline for the application. An expired permit is fined AED 5,000 per Schedule 7 and the fleet stops.
- Renewing the licence and the permit on different calendars. The permit requires a valid licence, and the vehicle access permits follow the RASID year. One calendar for all four renewals.
- Carrying hazardous loads on a general permit. Hazardous waste needs the HWTV permit, qualified drivers and the hazardous collection guidelines.
- Moving yard or renaming without notifying DM. Failure to notify an amendment within one month is a AED 5,000 fine.
- Contracts without the mandatory clauses. DM expects dates, frequencies, quantities, container details, a 24-hour Dubai number and termination terms in every client contract.
- Thinking a free zone licence avoids the municipality. Law No. 18 of 2024 applies in free zones including DIFC, and DM supervision extends to free zone authorities.

Frequently Asked Questions
Do I need a Dubai Municipality permit as well as a trade licence to collect waste in Dubai?
Yes. The trade licence from the Department of Economy and Tourism (DET) or a free zone authority gives you the legal entity and the activity. Dubai Law No. 18 of 2024, Article 9, then bans any waste management activity without a permit from Dubai Municipality. The permit is applied for after the licence or initial approval exists, and both documents are checked on the road.
How much is the Dubai Municipality waste activity permit?
Executive Council Resolution No. 58 of 2017, Schedule 5, sets the fee at AED 1,000 per activity per year for issuing or renewing a permit to conduct a waste management activity. Amending the permit costs AED 100 and a replacement copy AED 100. Each vehicle sticker or electronic chip is AED 300. Confirm the current amounts on the official portal before you pay.
How long is the waste permit valid and when do I renew it?
Administrative Resolution No. 34 of 2026, Article 6, makes the permit valid for one year, renewable for the same period, and requires the renewal application no later than 30 days from the expiry date. Dubai Municipality may issue shorter permits for some activities under its technical manuals. Keep the permit and the trade licence renewal on the same calendar, because the permit application needs a valid licence.
Can a free zone company run a waste collection business in Dubai?
The law reaches every part of the emirate. Law No. 18 of 2024, Article 3, applies to all areas including special development zones and free zones such as DIFC, and Article 5 extends Dubai Municipality supervision to free zone authorities. A free zone licence can carry a waste activity, but trucks collect on the mainland, so most operators choose a DET mainland licence from the start.
What is RASID and is it compulsory for my trucks?
RASID is Dubai Municipality’s monitoring system for waste transport vehicles, and the DM guideline requires it in all vehicles. Published charges are AED 150 per vehicle to register online (AED 200 at the front desk), AED 780 per vehicle a year for the system and GPS licence, and AED 1,000 per vehicle for weighing sensor integration on general and organic waste trucks. Register the company, each vehicle, then book installation.
Must the trucks be owned by my company or can I rent them?
They must be registered in the name of the company that holds the transport permit. The DM guideline states that it is strictly forbidden to use a vehicle not registered under the company’s name, even if the company operates under a single sponsor or as a subsidiary. Rented or borrowed trucks on another company’s registration cannot be used for your permit.
What are the fines for collecting waste without a permit in Dubai?
Schedule 7 of Executive Council Resolution No. 58 of 2017 lists AED 10,000 for conducting a waste management activity without a permit, AED 5,000 for operating on an expired permit, AED 5,000 for violating permit terms and AED 50,000 for disposing of hazardous waste at an undesignated site. Repeat violations within a year are doubled. Law No. 18 of 2024 allows fines up to AED 500,000 and impounding of vehicles.
Is hazardous waste transport covered by the same permit?
No. Hazardous waste collection is a separate activity with its own rules. The DM collection guideline states that a Hazardous Waste Transport Vehicle Permit is required when the waste transported is classified as hazardous, and compliance with the Technical Guidelines on Hazardous Waste Collection is mandatory. Drivers of hazardous loads must be qualified for that work under Article 13 of Law No. 18 of 2024.
How much does it cost to set up a waste management company in Dubai with Noble Core?
Our Dubai mainland company formation starts from AED 24,999 for the licence work, with visas, bank account opening (AED 800), VAT registration (AED 500) and corporate tax registration (AED 400) priced as add-ons. Government items such as the DM permit, vehicle stickers, RASID devices, trucks and Ejari are paid at actual cost. The fleet and yard are the real capital decision, scoped with you before quoting.
Does Dubai Municipality grade waste companies?
Yes. Administrative Resolution No. 253 of 2025 approved technical guidelines for evaluating and classifying establishments operating in waste collection and transportation, waste trading, and waste treatment and recycling. Establishments were given six months from its entry into force to comply. The classification criteria are published by Dubai Municipality in Arabic and are reviewed periodically by the Waste and Sewerage Agency.
