Quick AnswerInstant license Dubai 2026: DET issues it in 5 minutes with a virtual site for year one. Who qualifies, what changes at renewal, setup from AED 24,999.

The instant license in Dubai is a mainland trade licence that the Department of Economy and Tourism (DET) issues in about 5 minutes through a fully digital process, with a virtual business site included for the first 12 months, so you can start without signing a lease. It covers activities that need no approval from any authority other than DET, and it can include Dubai Chamber membership plus GDRFA and MOHRE establishment cards with the option to employ 3 people. The catch is year two: at renewal, or at any amendment, you must show a real business location. Noble Core's Dubai mainland setups start from AED 24,999.

This guide is for founders who have already decided that a trade license in Dubai on the mainland is the right structure and now want the fastest legitimate way to get one. The instant licence is DET's answer to that question, and for the right business it is excellent. For the wrong business it is a false start: the licence arrives in minutes, then the founder discovers a regulated activity, an office requirement or a visa plan that the instant route was never designed to carry.

Below we set out what DET actually says about the instant licence, what it includes, who qualifies, what it costs to run over two years, how it compares with the normal route and with free zones, and the mistakes we see founders make in the first year. Every government statement here was read on the official Invest in Dubai pages on 26 October 2026. Rules and fees change, so confirm each point on the official portal before you apply.

What DET says the instant licence is

DET describes three routes to a mainland licence on its official Request to issue a trade licence page on Invest in Dubai:

    • Normal licence. Requires a memorandum of association, which can be obtained electronically or manually, and a site lease contract. Approvals from other government agencies are added where the activity needs them.
    • Instant licence. Issued within five minutes for a group of activities that do not require external approvals. You can also issue a memorandum of association and get a virtual site for the first year.
    • eTrader licence. A sole establishment licence for Dubai home-based businesses, which DET prices at AED 1,070 (licence fees plus knowledge and innovation fees) plus AED 300 for Dubai Chamber membership.

On its mainland overview, DET adds the detail that matters most for planning: the instant licence includes a virtual business site for the first year only, after which a valid business location must be provided upon renewal or any amendments. It is available for all business activities that do not require external approvals beyond DET. You can read that wording on the Invest in Dubai mainland companies page.

Put simply, the instant licence does not lower the standard for a Dubai mainland company. It changes the order of the steps. Instead of finding an office, signing a lease, registering it and then applying, you apply first, trade for a year on a virtual site, and bring the office in at renewal.

What comes with the instant licence

The licence certificate is the visible part. The useful part is what DET bundles alongside it, because each item would otherwise be a separate application. According to DET's service page, the instant licence also includes:

Item Issued by Why it matters
Electronic memorandum of association DET Needed for LLC and similar legal forms; issued in the same flow rather than drafted and notarised separately
Virtual business site for year one DET Replaces the Ejari lease for the first 12 months
Dubai Chamber membership Dubai Chamber Included for commercial activities; required for many trade documents
Establishment card GDRFA The immigration file for the company; without it no residence visa can be sponsored
Establishment card with the option to employ 3 people MOHRE Opens the labour file so you can issue work permits; available for LLC, LLC single owner, sole establishment and civil company

Two of those lines change how fast a founder can actually operate. The GDRFA establishment card is what lets the company sponsor residence visas, and the MOHRE card is what lets it hire. On a normal licence these come after the licence, often after the office is in place. On the instant route they arrive with the licence, subject to the legal form.

The three-person MOHRE allowance is the ceiling to plan around. It suits a founder plus a small first team. A business that needs to hire ten people in month two is not an instant licence business; it needs premises sized for that headcount, and the quota that comes with them, from the start.

Who qualifies, and who should not use it

DET's test is a single sentence: the activities must not require external approvals beyond DET. That sounds simple, but it decides the whole application.

Typically suitable. General trading of non-regulated goods, consultancy and advisory work, marketing and design services, software and IT services, e-commerce of everyday products, management services and similar activities where DET is the only licensing authority. Most founders who sell expertise or ordinary goods fall into this group.

Typically not suitable. Anything a second authority must approve. Health and clinics go through the Dubai Health Authority (DHA). Food outlets and restaurants need Dubai Municipality food safety approval. Schools and training centres need education approval. Security services, financial services, real estate brokerage, travel and many technical or construction trades all carry their own regulator. If even one chosen activity needs an external approval, the file leaves the instant route.

Check the activity code, not the description. Founders often describe their business in one way and pick an activity code that means something else. A "wellness consultancy" can sit under a health code. A "cloud kitchen" is a food activity regardless of the brand story. Before you apply, look up the exact activity in the DET activity list and confirm whether it carries an external approval. That five-minute check is what keeps the five-minute licence.

Check your own documents. DET's service page lists what the instant route needs from you: your unified number or ID number. In practice that means a founder who already holds UAE residence, or who has completed identity registration, moves fastest. A founder abroad can still use the route, but the identity steps come first and are not part of the five minutes.

Instant licence vs normal licence vs eTrader

The three DET routes solve different problems. Choosing the wrong one costs more than the licence fee, because switching later means amendments, new approvals and sometimes a new legal form.

Factor Instant licence Normal licence eTrader licence
Time to issue (DET) Within 5 minutes Within 10 minutes at licence stage, after MOA, lease and approvals Within 5 minutes
Office in year one Virtual site included Ejari lease required Home-based
Activities No external approvals Any, with approvals where required Online and home-based activities
Legal forms Includes LLC, LLC single owner, sole establishment, civil company All mainland forms Sole establishment only
Visas and hiring GDRFA and MOHRE establishment cards, 3-person MOHRE option Linked to premises and quota Not designed for staff
Published DET fee Varies by activity Varies by activity AED 1,070 plus AED 300 Chamber
Best for Founders starting quickly in a non-regulated activity Regulated activities, larger teams, premises-led businesses Individuals selling online from home

Our view: if your activity qualifies and you plan to operate from a proper office within a year anyway, the instant licence is the better default, because it gets you trading, invoicing and opening a bank file while you look for the right premises. If you need regulated activities, more than three staff early, or a shop or warehouse from day one, start on the normal route and avoid doing the paperwork twice. The eTrader licence is the cheapest of the three, but it is a personal home-based licence, not a company that can grow a team. Our eTrader licence guide explains where it fits.

What it costs over two years

DET does not publish a fixed fee for the instant licence. Its service page says fees vary depending on the type of licence and specific activities, and it points applicants to its official cost recommendations. We will not invent a government fee table where DET has not published one. What we can do is show the cost structure a founder should budget for, with the figures that are published.

Cost line Year one Year two onward Source
Noble Core Dubai mainland setup From AED 24,999 Renewal quoted after scoping Noble Core rate
DET licence fees Varies by activity; confirm on the portal Varies by activity DET
Business location Virtual site included Real location required DET
Ejari registration (when you sign a lease) Not needed for the virtual site AED 177.75 online or AED 220 at a trustee centre Dubai Land Department
Noble Core Ejari-registered virtual office Optional AED 4,500 per year Noble Core rate
Corporate bank account opening support AED 800 None Noble Core rate
VAT registration (if required) AED 500 None Noble Core rate
Corporate tax registration AED 400 None Noble Core rate

Two lessons come out of that table. First, the instant licence moves the office cost; it does not remove it. A founder who compares year-one costs only will always think the instant route is cheaper than it is. Compare two-year costs. Second, the virtual site is DET's, not yours. You cannot hand it to a bank or a landlord as your address, and it ends when year one ends.

Government fees are always paid at actual to the authority. Confirm every DET, DLD, GDRFA and MOHRE fee on the official portal on the day you pay, because the portal figure prevails over any guide, including this one.

Year two: renewal, Ejari and amendments

This is the section most instant licence guides leave out, and it is where we see the most stress.

The office deadline is real. DET states that after the first year a valid business location must be provided upon renewal. That means a signed lease, registered on Ejari, before the renewal date. Leasing in Dubai takes time: viewing, negotiating, issuing cheques, registering the contract and sometimes fitting out. Start looking in month nine.

Amendments bring the deadline forward. The same DET wording applies to any amendment. If in month four you want to add a partner, change the activity, change the trade name or move from sole establishment to LLC, DET expects a valid business location at that point. Founders who plan to restructure early should either do it before applying or line up the office first. Our trade licence amendment guide covers what each change involves.

Renewal itself is quick once the file is right. DET's renewal service is available through the Invest in Dubai portal, by SMS to 6969 or at a service centre, and DET says it is completed instantly. Payment can be made by direct debit at Dubai Islamic Bank, Commercial Bank of Dubai or Emirates Islamic. The speed only helps if the lease, Ejari and any other renewals, such as establishment cards, are already valid. Our trade licence renewal Dubai guide walks through the full renewal file.

Choose the right kind of office. For most service businesses, an Ejari-registered business centre office or a small serviced office is enough. For trading companies that will hold stock, a warehouse or a larger unit may be needed. Size matters for visas too: the space you register shapes how many people the company can sponsor. Our Ejari registration guide explains the registration itself, and our virtual office Dubai guide explains which office products work for which licences.

Visas, bank account and tax after the licence

A licence lets you trade. It does not by itself give you a visa, a bank account or a tax registration. Each of those is a separate file, and the instant licence changes only some of them.

Visas. The GDRFA establishment card that comes with the instant licence is the starting point for residence visas, and the MOHRE establishment card opens the labour file with the option to employ three people. Each visa still needs its own steps: entry permit or change of status, medical fitness test, Emirates ID and residence stamping. No consultant can guarantee a visa; GDRFA and MOHRE decide. Our establishment card guide explains how the immigration file works.

Bank account. UAE banks run their own compliance reviews and decide independently. A licence with a clear activity, a realistic business plan, and source of funds documents gives the best chance. Banks look at substance, and a company still on its first-year virtual site may be asked more questions about where and how it operates. We support account opening for AED 800, but approval is the bank's decision.

Corporate tax and VAT. A mainland LLC or civil company is a taxable person under the UAE Corporate Tax law and must register with the Federal Tax Authority (FTA), even if it expects little profit in year one. A sole establishment is assessed through its owner under the rules for natural persons, which bring in registration once business turnover passes the FTA threshold. VAT registration is mandatory once taxable supplies pass the registration threshold, and voluntary below it. This is general information; confirm your position with a registered tax agent. Missing a registration deadline brings an FTA penalty that has nothing to do with how quickly the licence was issued.

Instant licence vs a free zone licence

Founders who look at the instant licence are usually also looking at free zones. The decision turns on where your customers are and how much you want to spend in year one.

Option Starting price (Noble Core, AED) Office in year one Direct trading with Dubai mainland clients
Dubai mainland via instant licence From 24,999 DET virtual site Yes
Ajman Nu Ventures (ANCFZ) 4,899 with no visa; 10,800 with 1 visa Package-based Limited; free zone rules apply
SHAMS media licence 5,750 with no visa Package-based Limited; free zone rules apply
Meydan 12,500 with no visa Package-based Limited; free zone rules apply
IFZA 12,900 with no visa Package-based Limited; free zone rules apply
DMCC 43,999 Physical or flexi premises in the zone Limited; free zone rules apply

Choose the instant licence when most of your revenue will come from mainland businesses, government entities or walk-in customers in Dubai, when clients ask for a DET licence on tenders and vendor registrations, or when you plan to open a shop or office in the city within a year.

Choose a free zone when you mainly serve clients abroad or other free zone companies, want the lowest year-one cost, or do not need a Dubai street address for customers. Many founders start in a free zone and add mainland reach later with a DET permit or branch; that is a legitimate path, but it is a second licence, not a free upgrade.

Prices above are Noble Core's starting packages and are subject to activity, visa count and scope. Government fees inside free zone packages are set by each authority.

Step by step: how we get an instant licence issued

The five minutes DET quotes is the issuing step. Here is the full sequence we follow so that the five minutes actually happens on the first attempt.

      1. Activity check. We map what you will actually do to DET activity codes and confirm none carries an external approval. If one does, we either drop it, defer it, or move you to the normal route before anything is paid.
      2. Legal form. Sole establishment, single-owner LLC, multi-partner LLC or civil company. The choice affects liability, the MOA, the MOHRE allowance and how easy later partner changes are.
      3. Trade name. We check the name against DET naming rules. Names that imply government links, use restricted words or copy an existing brand get rejected. See our trade name reservation guide.
      4. Identity readiness. DET needs a unified number or ID number. If you are abroad, we sequence identity steps first.
      5. Application and payment. We submit through the Invest in Dubai portal or an approved service centre, review every field before payment, and pay government fees at actual.
      6. Licence and bundled items. Licence, MOA, Chamber membership and establishment cards are issued according to the legal form and activity.
      7. First-year plan. We set dates for visa applications, bank account submission, FTA registration, and the office search that must finish before renewal.

      Common mistakes to avoid

      • Choosing a regulated activity by accident. One activity with an external approval takes the file off the instant route. Check codes, not marketing descriptions.
      • Treating the virtual site as permanent. DET's virtual site covers the first year only. No lease by renewal means no renewal.
      • Restructuring in the first year without an office. Any amendment triggers the location requirement. Add partners or activities before applying, or line up the office first.
      • Comparing year-one costs only. The instant route moves the office cost into year two. Compare two-year totals against free zone packages.
      • Planning a large team. The MOHRE option covers three employees. Bigger hiring plans need premises and quota from the start.
      • Assuming the licence opens a bank account. Banks decide independently and look at substance. Prepare a business plan and source of funds documents.
      • Skipping FTA registration. Corporate tax registration applies to every mainland LLC from the start. Penalties follow missed deadlines, not profits.
      • Using third-party fee tables. DET does not publish a single instant licence fee. Confirm fees on the official portal on the day you pay.
      • Letting establishment cards lapse. Renew immigration and labour cards alongside the licence; a lapsed card blocks visas even when the licence is valid.

What Noble Core does for you

Noble Core is an independent private business setup consultancy, operating since 2020 with offices in Dubai and Riyadh. We are not a government body and we do not issue licences. What we do is make sure your file qualifies for the instant route, goes through on the first attempt, and is ready for year two:

      • Check your activities against DET codes and external approval requirements, and recommend the instant, normal or eTrader route accordingly.
      • Choose the legal form, check the trade name and prepare the application.
      • Submit through the official channel and coordinate the bundled Chamber, GDRFA and MOHRE items.
      • Support visa applications, bank account opening (AED 800), VAT registration (AED 500) and corporate tax registration (AED 400).
      • Plan and set up your year-two location, including an Ejari-registered virtual office at AED 4,500 per year where DET accepts it for your activity.

      Frequently Asked Questions

What is the instant licence in Dubai?

The instant licence is a mainland trade licence that Dubai’s Department of Economy and Tourism (DET) issues through a fully digital process in about five minutes. It covers business activities that need no external approval beyond DET, and it comes with a virtual business site for the first year, so you do not need a tenancy contract on day one. A real business location is required at renewal.

How long does the DET instant licence take?

DET states the instant licence is issued within five minutes once your application is complete, through the Invest in Dubai portal or an approved service centre. A normal licence is completed within ten minutes at the licence stage, but only after you have the memorandum of association, a lease and any external approvals. In practice, preparing the file correctly is what takes time, not the issuing.

Do I need an office or Ejari for an instant licence?

Not in the first year. DET says the instant licence includes a virtual business site for the first year only. At renewal, or when you request any amendment during the year, you must provide a valid business location, which in Dubai normally means an Ejari-registered lease. Plan and budget the office before month eleven, not after the licence expires.

Which activities qualify for an instant licence?

DET makes the instant licence available for business activities that do not require external approvals beyond DET itself. Activities that need a sign-off from another authority, such as health, food, education, security or many technical trades, follow the normal licence route instead. Check the exact activity code in the DET activity list before you choose this route, because one regulated activity changes the whole file.

What is included with the Dubai instant licence?

According to DET, the instant licence can include an electronic memorandum of association, a virtual site for the first year, Dubai Chamber membership for commercial activities, an establishment card from GDRFA and an establishment card from MOHRE with the option to employ three people. The MOHRE card applies to the LLC, single-owner LLC, sole establishment and civil company legal forms.

How much does an instant licence cost in Dubai?

DET does not publish a single fee for the instant licence; it says fees vary with the licence type and the activities chosen and points applicants to its official cost tools. Noble Core’s Dubai mainland setups start from AED 24,999. Year two adds the cost of a real business location, which is the line most founders forget when they compare the instant route with a free zone.

Can a foreigner get an instant licence in Dubai?

Yes, foreign nationals can own most mainland commercial and professional activities in Dubai, and DET lists the instant licence for activities that need no external approval. For the application DET asks for your unified number or ID number. A founder outside the UAE usually needs to complete identity and visa steps first, so the five-minute issue only starts once those are in place.

Is an instant licence better than a free zone licence?

It depends on where your customers are. An instant licence lets you trade directly with Dubai mainland customers and government clients from year one, while a free zone package such as Ajman Nu Ventures from AED 4,899 or IFZA from AED 12,900 is cheaper to start but limits direct mainland trading. If most revenue will come from mainland clients, the instant licence usually pays back.

Can Noble Core get an instant licence for me?

Yes. Noble Core is an independent private business setup consultancy with offices in Dubai and Riyadh, operating since 2020. We check that your activities qualify, choose the legal form, prepare the file and apply through the official channel, then plan your year-two office and visas. We do not issue licences and cannot guarantee approval; DET decides every application.
