Quick AnswerSports academy license Dubai 2026: Dubai Sports Council permit, the AED 10,000 unregistered-coach fine, approvals in order and mainland from AED 24,999.
A sports academy in Dubai needs two things that move together: a trade licence from the Department of Economy and Tourism (DET) or a free zone, and a permit from the Dubai Sports Council (DSC) under Executive Council Resolution No. 1 of 2020, which bars any licensing authority from issuing or renewing a sports establishment licence without DSC authorisation. The permit lasts one year, every coach must be on the DSC register (hiring an unregistered coach carries an AED 10,000 fine), and through Noble Core a Dubai mainland licence starts from AED 24,999.
This guide is for founders who want to open a football, swimming, tennis, martial arts, gymnastics or multi-sport academy in Dubai, and for academy owners who already hold a licence and want to stay renewable. It is built from the text of Resolution No. 1 of 2020 on the Dubai Legal Portal and Dubai Development Authority Circular 635, both read on 14 October 2026. Where a fee is not published by the authority, we say so and do not guess.
If you are opening a gym or fitness studio rather than a training academy, read our gym licence guide and the fitness studio cost breakdown. The academy route shares the same regulator but the business model, the staff file and the venue questions are different, and that is what this page covers.

What counts as a sports academy under Dubai law
Resolution No. 1 of 2020 defines a sports establishment as any company or corporation licensed in Dubai to conduct a sports activity, commercial or non-commercial. It names five types: sports clubs, sports companies, sports academies, sports centres and physical fitness centres.
A sports academy is defined as a sports establishment specialised in training and qualifying athletes and sports professionals in one or more sports. That is the key distinction from the other types:
- A physical fitness centre improves fitness and health through equipment and staff. That is the gym model.
- A sports centre provides playgrounds, gear, equipment and staff at its own premises for various activities. That is the venue model, such as a padel or five-a-side facility that rents courts.
- A sports academy trains and develops athletes. That is the coaching model: term programmes, squads, grading, competition pathways.
Why the label matters to you as a founder: the DSC classifies academies, centres and fitness centres under separate classification systems (Article 14), and the conditions written into your permit follow the type you apply for. If you run a weekend junior football programme, a term-based swimming school and a tennis squad, you are an academy. If you also rent your courts by the hour, you are running a centre activity too, and that should be on the licence and the permit from day one rather than bolted on later.
Two practical edges of the definition:
- In-house staff sport is outside the rules. Article 2(c) excludes sports activities organised by government and non-government entities for their own employees. A company football league for your own staff does not need a sports academy permit. Coaching the public does.
- Events are a separate permit. A tournament, festival or open championship is a sports event, and Article 5(a) requires its own DSC permit. Holding an academy permit does not cover a public tournament you organise. Our Dubai event permits guide covers the event side.
The DSC permit: the approval that sits on top of your trade licence
The single most important sentence for any academy founder is Article 5(c): a licensing authority may not issue or renew the licence of a sports establishment without prior authorisation from the DSC. In plain terms, DET or your free zone will not complete the licence, or the renewal, until the Dubai Sports Council has signed off.
Three consequences follow, and they shape the whole project plan.
It applies everywhere in Dubai. Article 2(a) applies the resolution throughout the Emirate, including special development zones and free zones such as the Dubai International Financial Centre. There is no free zone workaround. The Dubai Development Authority made this concrete in Circular 635 dated 23 September 2025, telling its licensed businesses that health club and fitness centre, sports management and promotion, shared sports facilities management, e-sports events, and marketing of gaming and e-sports activities now require external DSC approval in addition to existing licensing requirements, for new registrations, licence renewals and related activity amendments.
It is annual. Article 9(a) makes a sports establishment permit valid for one year, renewable for the same period. Because your trade licence renewal depends on DSC authorisation, the permit renewal date effectively becomes your licence renewal date. Diarise both.
It can be conditional. Article 6(b) lets the DSC issue a permit to an establishment that does not yet meet every requirement, with a grace period written into the permit. If the requirements are not met within the grace period, the permit is deemed revoked. This is useful for an academy still finishing fit-out or completing coach registrations, but it is a clock, not a waiver.
Our view: treat the DSC as the critical path, not DET. The trade licence itself is a predictable process. The permit file, the venue and the coach register are where academies lose weeks.
Approvals in order
This is the sequence we run for a venue-based academy on the Dubai mainland. Free zone sequences follow the same logic with the zone authority in place of DET. Every link below was checked on 14 October 2026.
- Confirm the activity and the route. Pick the sports training activity on the DET activity list that matches your disciplines, and decide mainland or free zone based on where you will actually coach. Department of Economy and Tourism: det.gov.ae. Checked 14 October 2026.
- Reserve the trade name and obtain initial approval at DET. This opens the file and tells you which external approvals the activity triggers. DET, checked 14 October 2026.
- Secure the venue in principle. Do not sign a long lease yet. The premises must suit the sport and meet DSC specifications plus the planning, construction, public health, safety and environmental rules of the relevant government entities (Article 6(a)(2)). Dubai Municipality: dm.gov.ae. Checked 14 October 2026.
- Prepare the DSC permit file. The study of activities, objectives and financial plan; venue evidence; staff list with qualifications; equipment list; insurance quote; other approvals (Article 6(a)). Legal basis: Resolution No. 1 of 2020 on the Dubai Legal Portal. Read 14 October 2026.
- Obtain DSC authorisation. The procedures and documents are set by resolution of the DSC Secretary General (Article 8), so the exact form list and fee are confirmed at application on the official DSC channel. Checked 14 October 2026.
- Sign the Ejari-registered lease and complete fit-out and safety sign-offs. Civil Defence and Dubai Municipality requirements apply to the premises like any other public-facing business.
- Issue the trade licence at DET. With DSC authorisation on file, DET can issue the licence (Article 5(c)).
- Open the immigration and labour files and register coaches. Establishment card, MOHRE work permits through mohre.gov.ae, residence visas through GDRFA at gdrfad.gov.ae, and every coach entered on the DSC register before they start (Article 11). Checked 14 October 2026.
- Insurance in force before the opening session. A policy from an insurer licensed in Dubai covering damage from the academy's sports activities (Article 6(a)(6)).
- Tax registrations. Corporate tax registration with the Federal Tax Authority, and VAT once taxable supplies pass the mandatory threshold: tax.gov.ae. General information; confirm with a registered tax agent. Checked 14 October 2026.
The order matters most at steps 3 and 6. Founders who sign a three-year lease before the DSC has looked at the venue are the ones who end up paying rent on a space they cannot open.
Choosing the licence: Dubai mainland or a free zone
The DSC permit applies to both, so the choice comes down to where you coach and who you invoice.
Dubai mainland (DET) is the natural home for an academy that trains the public at its own venue, at schools, at community facilities or at hotel and residential sports courts across the city. A mainland licence lets you operate and invoice anywhere in Dubai and sponsor coaches through MOHRE and GDRFA.
A free zone suits a narrower set of academy-adjacent businesses: a sports management or athlete representation company, an academy brand that licenses its programme to venues, an online coaching platform, or a company that runs tournaments under separate event permits. A free zone licence generally covers activity inside that zone, so a free zone company coaching the public on a mainland pitch is the setup we see go wrong most often. If the coaching happens on the mainland, plan for a mainland licence or a mainland branch.
Here is how our published prices compare for the licence and visa package. These are Noble Core client prices from our current rate card; the DSC permit, premises, insurance and fit-out are separate.
| Route | Licence, 0 visas (AED) | With 1 visa (AED) | With 2 visas (AED) | Best fit for |
|---|---|---|---|---|
| Dubai mainland (DET) | from 24,999 | quoted after scoping | quoted after scoping | Venue-based academies coaching the public across Dubai |
| Meydan Free Zone | 12,500 | 20,560 | 26,620 | Sports management, programme licensing, online coaching |
| IFZA | 12,900 | 17,610 | 24,070 | Holding or management company alongside a mainland academy |
| DSC permit | set by DSC at application | Required for both routes |
Two notes on the table. The mainland figure is a starting point because academy licences vary with the number of activities, the premises and the external approvals; we quote the exact figure once we know the venue and disciplines. Free zone packages include the licence, registration, establishment card, visa, medical and Emirates ID, but health insurance is priced separately, and confirm that your exact sports activity is on the zone's list before you commit. For a quick range on other combinations, use the business setup cost calculator.
What the DSC permit file must contain
Article 6(a) of Resolution No. 1 of 2020 sets seven conditions for a sports establishment permit. Here is what each one means in practice for an academy.
1. A study of activities, objectives and financial plan. This is a business plan the regulator will actually read. State the sports, age groups, session formats, squad sizes, term structure, pricing model and how the academy funds itself through the opening months. A plan that relies on a sponsor or donations needs care: Article 22 bars a sports establishment from raising or accepting donations, aid or gifts, or announcing that it is doing so, without approval from the DSC and the relevant government entity.
2. Suitable premises. The venue must suit the nature of the sport and meet both DSC specifications and the planning, construction, public health, safety and environmental requirements of the relevant government entities. Pools, combat-sports halls with mats and impact flooring, and outdoor pitches each raise different questions. Bring the floor plan, the capacity and the safety layout.
3. Qualified administrative and professional staff. Coaches and technical staff must meet DSC rules, and Article 11 makes registration on the DSC register a prerequisite to work at any sports establishment. Build the staff list with qualifications before you apply, not after.
4. Equipment, gear and fittings. Everything needed to practise each sport listed on the permit must be provided at the premises as prescribed by the DSC. List it per discipline.
5. Approvals of other government entities. Whatever the venue and activity trigger: municipality, civil defence, the venue owner's consent, and for academies working inside schools, the school's own permissions.
6. Insurance. A policy issued by an insurance company licensed to operate in Dubai, covering damage that may result from the academy's sports activities or from a breach of the resolution. Ask your broker for wording that names the sports and the venues.
7. Any further conditions set by the DSC Chairman. The DSC can add conditions by resolution, which is one reason we confirm the live checklist with the authority at the time of filing rather than relying on an old list.
The file that gets through cleanly is specific. "Football academy, ages 6 to 16, four squads of 16, two coaches per squad, three sessions a week at a named school pitch, insured with a named Dubai insurer" reads very differently to "sports training activities".

Coaches: the DSC register, work permits and visas
Your coaches are the product, and they are also where the heaviest routine fine sits.
The DSC register. Article 11 requires the DSC to keep a register of coaches and professional staff, and registration in it is a prerequisite for working at a sports establishment. Article 15 then requires the academy to keep its own record of coaches and staff up to date, to follow up their registration, and not to hire anyone who is not registered. The Schedule sets the fines: AED 10,000 for hiring an unregistered coach or professional staff member and AED 3,000 for failing to keep the internal record.
Freelance and part-time coaches. Many academies run on a mix of full-time head coaches and session coaches. The register rule makes no exception for part-time staff, so every coach who works at the academy needs to be registered, whatever their contract type. Separately, their right to work in the UAE has to be covered: either sponsored by your company through MOHRE and GDRFA, or holding a valid permit that allows them to work for you. Do not let a coach start on a promise that paperwork will follow.
Work permits and visas. On the mainland, MOHRE issues the work permit and GDRFA the residence visa once the company has an establishment card. In a free zone, the zone's own immigration desk handles the visa. Budget the visa cost per coach from the start, because an academy scales by adding coaches, and every new coach is a new permit, a new visa and a new register entry.
Our advice on the staff plan. Register the head coach and at least one assistant per discipline before opening, and keep a reserve list so that sickness or a departure does not leave you choosing between cancelling sessions and putting an unregistered coach on the pitch.
Premises: own venue, schools and shared facilities
Where you coach decides a large part of the cost and the paperwork.
Your own venue. The cleanest file. You control the specifications, the safety layout and the lease. The costs are the highest: rent, fit-out, equipment and insurance before any fee comes in. Article 15 adds a rule founders often miss: the academy must not construct or lease new premises, or change its existing premises, without prior DSC approval. The fine is AED 2,000, but the bigger risk is a refit the DSC later asks you to undo.
School and community pitches. Many football, cricket and swimming academies rent school facilities outside school hours. This keeps capital costs low, but the DSC still needs to see suitable premises, and you need written consent from the venue owner. Each additional venue is a premises change in the eyes of the permit, so plan your venue list before applying and add to it through the proper route.
Shared sports facilities. If your company also manages the facility and rents slots to other users, that is a separate activity. The DDA circular lists shared sports facilities management as one of the activities requiring external DSC approval in its zones, and on the mainland it should sit on the licence alongside the academy activity.
Venue owners carry responsibility too. Under Article 5(b), a venue owner or manager may not let anyone hold a sports event at the venue without a DSC permit, and the Schedule sets a fine of AED 10,000 on a venue owner who lets an unpermitted person conduct a public sports activity there. Expect serious venues to ask for your permit before they sign. That is a good sign, not an obstacle.
Using premises for other purposes. Article 15 also bars using the academy premises for anything other than their intended purpose, with a fine of AED 10,000. Renting your hall out for unrelated private functions is a conversation to have with the DSC before it happens.
The fine schedule and what it tells you about priorities
The Schedule to Resolution No. 1 of 2020 lists the violations and fines that apply to sports establishments and event organisers. The figures below are taken from the official text on the Dubai Legal Portal, read on 14 October 2026.
| Violation (sports establishment) | Fine (AED) |
|---|---|
| Conducting a public sports activity or organising a sports event without a permit | 20,000 |
| Failing to meet public health, safety and environmental requirements | 20,000 |
| Terms of reference not conforming to DSC technical standards for facilities and equipment | 20,000 |
| Setting up or holding shares in a commercial company without DSC approval | 15,000 |
| Hiring a coach or professional staff member not on the DSC register | 10,000 |
| Using the premises for other than the intended purpose | 10,000 |
| Not providing the basic supplies and equipment for authorised activities | 10,000 |
| Conducting a sports activity not stated in the permit without approval | 5,000 |
| Violating the terms of the permit | 5,000 |
| Not submitting periodic activity reports or the financial summary | 5,000 |
| Taking part in sports activities outside the UAE without DSC approval | 5,000 |
| Not keeping an up-to-date record of coaches and staff | 3,000 |
| New premises, new lease or changes to premises without DSC approval | 2,000 |
| Not giving the DSC information or access to records and facilities | 2,000 |
Three rules sit around the table. Under Article 19(b), repeating the same violation within one year doubles the fine, up to a cap of AED 150,000. Under Article 19(c), the DSC Secretary General can also suspend the academy's activities for up to six months, stop it from accepting new trainees and members for up to six months, revoke the permit and coordinate cancellation of the commercial licence, or ban the academy from applying for a permit for up to two years. And under Article 21, an affected party can file a written grievance within 30 days of being notified, which a committee decides within 30 days.
Read as a founder, the schedule tells you where the regulator's attention goes: operating without a permit, safety, and staff. The touring rule is worth a special mention for competitive academies. Taking a squad to an overseas tournament needs DSC approval under Article 15, and the fine for skipping it is AED 5,000. Add it to your tour planning checklist alongside flights and visas.
Renewals, amendments and selling the academy
The ongoing obligations are where established academies get caught, usually because the founder who set it up has handed operations to a manager who never read the permit.
Annual renewal. The permit is valid for one year (Article 9(a)) and the licensing authority cannot renew the trade licence without DSC authorisation (Article 5(c)). Start the permit renewal at least a month before the licence expiry, with the updated staff list, insurance and venue list ready.
Periodic reports. Article 15 requires periodic reports to the DSC General Secretariat on the academy's activities and a summary report on its financial accounts, as prescribed by the DSC. Missing them is AED 5,000 per violation. Put the reporting dates in the same calendar as your VAT and corporate tax filings.
Bylaws and statute. The DSC approves the regulatory, administrative and financial bylaws of sports establishments, and the statute may not be amended without its approval. If you change how the academy is governed, file with the DSC as well as with DET.
Adding a sport or a branch. A new discipline is an activity not stated in the permit and needs DSC approval before launch. A new branch also needs authorisation; the DSC's functions in Article 4 include authorising branches of sports establishments. On the licence side, an added activity or branch is an amendment at DET; our trade licence amendment guide walks through that half.
Selling or bringing in a partner. Article 10 is blunt: a permit may not be assigned to any person without prior DSC approval, and any assignment made without it is null and void. If you are buying an academy, make DSC approval a condition of completion. If you are selling, start the conversation with the DSC before you sign heads of terms. Article 15 also requires DSC approval before the academy sets up a commercial company or holds shares in one, so a group restructure needs the same care.
Tax. An academy charging fees is making taxable supplies for VAT purposes once it is registered, and the company is within the corporate tax regime like any other UAE business. General information; confirm with a registered tax agent. Our corporate tax guide covers registration timing.
Common mistakes to avoid
- Signing a long lease before the DSC sees the venue. Premises must meet DSC specifications and government safety rules. Agree the venue in principle, then commit.
- Choosing a free zone licence and coaching on a mainland pitch. The DSC permit does not fix a licence that does not cover where you operate.
- Putting unregistered coaches on the pitch "for a few weeks". That is AED 10,000 per violation, doubled on repeat within a year.
- Treating a tournament as part of the academy permit. Public sports events need their own DSC permit, and venue owners face fines for hosting unpermitted events.
- Adding a discipline or a new venue without filing. Unapproved activities cost AED 5,000 and unapproved premises changes AED 2,000, and both put the next renewal at risk.
- Taking a squad abroad without DSC approval. Competitive academies forget this one most often.
- Relying on sponsorship or donations without approval. Article 22 requires prior approval to raise, accept or announce donations, aid or gifts.
- Selling shares in the academy without DSC approval. An unapproved assignment of the permit is null and void.
- Letting the permit and the licence fall out of sync. One renewal date, one calendar, one owner responsible.
- Copying fee figures from other websites. The DSC sets its fees by resolution and confirms them at application. Treat any fixed "DSC fee" you read online with caution.
What Noble Core does for you
Noble Core Ventures is an independent private business setup and corporate services consultancy, founded in 2020, with six offices across the UAE. We are not a government body and we do not issue licences or permits; DET, the free zone authorities, the Dubai Sports Council, MOHRE, GDRFA and the Federal Tax Authority do. We cannot guarantee any approval. What we do is run the whole sequence in the right order so that the permit, the licence and the staff file land together.
For a sports academy we confirm the activity and the licence route against where you will actually coach, reserve the trade name, check the venue against the permit requirements before you sign, assemble the DSC file (study and financial plan, staff list, equipment list, insurance and other approvals), issue the licence once authorisation is on file, open the establishment card, process coach work permits and visas, and register the company for corporate tax and VAT where required. For existing academies we handle renewals, added activities and branches, venue changes and the DSC side of share transfers.
A Dubai mainland licence through us starts from AED 24,999; the academy-specific scope is quoted after we see your disciplines and venue. Send us a short description of the academy on WhatsApp and we will come back with the route, the order of approvals and a written quote: message Noble Core on WhatsApp or call +971 52 253 5694.
If you are still choosing between an academy, a gym and a court-rental venue, also read our guides to gym licences and event management licences, then message us with the model you are leaning towards.

Frequently Asked Questions
Do I need a Dubai Sports Council permit to open a sports academy in Dubai?
Yes. Executive Council Resolution No. 1 of 2020 lists sports academies as sports establishments, and Article 5(c) says a licensing authority may not issue or renew the licence of a sports establishment without authorisation from the Dubai Sports Council. In practice your trade licence and your DSC permit move together, and the permit is renewed every year.
Does the DSC rule apply in Dubai free zones?
Yes. Article 2(a) of Resolution No. 1 of 2020 applies the rules throughout the Emirate of Dubai, including special development zones and free zones such as the Dubai International Financial Centre. Dubai Development Authority Circular 635 of 23 September 2025 also added external DSC approval for several sports activities on new registrations, renewals and amendments.
How long is a DSC sports establishment permit valid?
One year. Article 9(a) of Resolution No. 1 of 2020 makes a sports establishment permit valid for one year, renewable for the same period under procedures set by the DSC Secretary General. Because the licensing authority cannot renew your trade licence without DSC authorisation, plan the permit renewal at least a month before the licence expiry date.
What is the fine for hiring a coach who is not registered with the DSC?
AED 10,000 under the Schedule to Resolution No. 1 of 2020. Article 11 makes registration in the DSC register a prerequisite for coaches and professional staff to work at a sports establishment, and Article 15 bans hiring anyone who is not registered. A repeat within one year doubles the fine, with a cap of AED 150,000.
How much does a sports academy licence in Dubai cost?
Through Noble Core, a Dubai mainland licence starts from AED 24,999, and free zone packages start from AED 12,500 at Meydan and AED 12,900 at IFZA with no visa. The DSC permit fee is set by the Dubai Sports Council at application and is confirmed on the official channel. Premises, insurance and fit-out are quoted after scoping.
Can a free zone company run a sports academy on a mainland pitch?
Usually not without a mainland presence. A free zone licence generally covers activity inside that zone, so an academy that trains the public at school pitches, community halls or pools elsewhere in Dubai normally needs a Department of Economy and Tourism licence. We check the venue, the activity list and the DSC requirement for your exact case before you pay.
What documents does the DSC permit application need?
Article 6 of Resolution No. 1 of 2020 asks for a study of the academy’s activities, objectives and financial plan, suitable premises meeting DSC and government specifications, qualified administrative and professional staff, the equipment for each sport, other government approvals, and an insurance policy from an insurer licensed in Dubai covering damage from the activities.
Can I sell or transfer my sports academy with its DSC permit?
Not without DSC approval. Article 10 says a permit may not be assigned to any person without the prior approval of the Dubai Sports Council, and any assignment concluded without that approval is null and void. Build the DSC approval into the share purchase timeline before money changes hands, alongside the licence amendment at DET.
Can the academy move to a new venue or add a sport later?
Yes, with prior DSC approval. Article 15 bars any sports activity not stated in the permit and any new premises, new lease or change to existing premises without DSC approval. The Schedule fines are AED 5,000 for an unapproved activity and AED 2,000 for unapproved premises changes, so file before you sign the new lease or launch the new sport.
