Quick AnswerEngineering consultancy license Dubai 2026: DET licence plus Dubai Municipality registration under Law 14 of 2025. Fines up to AED 100,000. Full steps.

An engineering consultancy license in Dubai is two permissions, not one: a commercial licence from DET or a free zone, and registration in the Dubai Municipality register under Dubai Law No. 14 of 2025, which is valid for one year and carries fines from AED 1,000 to AED 100,000 for breaches. Your classification then sets how tall a building you may design: Dubai Municipality asks for a lead architect with 10 years of experience for unlimited floors, 7 years for Ground plus 12 and 5 years for Ground plus 4.

That last sentence is the one most founders miss. The trade licence is the easy part and can be arranged in days. The register entry is where the business model is decided, because the engineers you hire fix the category you receive, and the category fixes the projects you may legally sign. A studio built around one senior architect with eight years of experience is a Ground plus 12 practice, whatever the brochure says.

This guide follows the route the regulators set: the law, the firm types, the classification ladder, the practice permit inside the Dubai Engineering Qualification system, and the rules that now stop a single owner from running a design office and a contracting company side by side. Everything below was checked against the official sources on 21 October 2026. Where an authority does not publish a fee, we say so rather than guess.

The law that now governs engineering offices in Dubai

On 5 October 2025 the Dubai Government Media Office announced Law No. (14) of 2025 Regulating the Practice of Engineering Consultancy Activities in the Emirate of Dubai. The full English text sits on the Supreme Legislation Committee portal, which lists it as in force, issued on 18 September 2025 and published in Official Gazette Issue 741. Article 26 says the law takes effect six months after publication, which places the start in spring 2026.

Five points from the text matter to anyone opening an office:

    • Scope is every engineering field. The definition of engineering consultancy activities names architectural, civil, electrical, electronic, mechanical, mining, metallurgical, geological, coastal, petroleum and chemical engineering, and says the list is not exhaustive.
    • It applies everywhere in Dubai. Article 4 brings special development zones and free zones, including the Dubai International Financial Centre, inside the law.
    • Licence plus register. Article 5 forbids anyone from practising, or holding themselves out as an engineering firm, without both a commercial licence and an entry in the register kept by Dubai Municipality (DM).
    • Clients are bound too. The same article says no person in Dubai may engage a company for engineering consultancy unless it holds a valid licence and is registered. Developers and villa owners now have a reason to check your registration before they sign.
    • The old regime is gone. Article 25 repeals Local Order No. 89 of 1994, which had governed the profession for three decades. Circulars, manuals and decisions issued under it stay in force where they do not contradict the new law, until DM replaces them.

The law also creates a permanent committee, chaired by a DM representative, that approves the list of engineering activities and decides which government entity supervises each one. For building, construction and demolition work, that supervisor is DM. Other engineering activities, such as some marine or energy work, may sit with the entity that regulates that sector, and DM's own staff requirements note that offices working outside building construction are classified by the authority that licenses those projects.

Six types of engineering firm, and which one you are

Article 10 lists the types of engineering firm that can be registered. Your type decides the entry conditions, so settle it before you choose a legal form.

Firm type under Article 10 Entry condition in the law Who it suits
Engineering firm established in Dubai Commercial licence, required technical staff and a qualified manager New local practices, including founders new to the UAE
Branch of a firm from another emirate Parent has practised engineering consultancy for at least 3 consecutive years Abu Dhabi, Sharjah or other UAE offices expanding into Dubai
Branch of a foreign engineering firm Parent has practised for at least 10 consecutive years International consultancies opening a Dubai office
Joint engineering firm A local firm in the top classification category partnered with one or more foreign firms, each with at least 10 consecutive years Large projects needing an overseas specialist alongside a local lead
Advisory engineering firm Owned by one or more registered engineers, each with at least 10 years of practice Senior engineers selling opinions, peer reviews and expert advice
Engineering audit firm Authorised to carry out third-party engineering audits Structural and technical auditors

Two practical readings follow. A company you form today in Sharjah or Ajman cannot open a Dubai branch until it has three consecutive years of practice behind it, so a lower-cost licence in another emirate is not a shortcut into Dubai projects. And an advisory firm is a real option for a senior engineer who does not want to carry a design team: it is built for consultancy and opinion work, not for producing permit drawings across every discipline.

The classification ladder: your engineers set your ceiling

Dubai Municipality publishes its technical staff requirements for engineering consultancy activities as open data (the current file is dated February 2024). Each activity has a code, a required degree and a minimum years of experience for the engineer linked to it. For the two activities that carry height grades, the ladder looks like this:

DM activity (code) Required degree Ground plus 4 Ground plus 12 Unlimited floors
Architectural Design Consultancy (742170) Bachelor of Architecture 5 years 7 years 10 years
Construction Engineering Services (742103) Bachelor of Civil Engineering 5 years 7 years 10 years

Most other activities ask for one engineer with 5 years of experience in the matching discipline. Some examples from the same file:

    • Interior Design Engineering Services (742110): Bachelor of Architecture or Interior Design Engineering, 5 years.
    • Landscape Architecture Services (742111) and Urban Planning Engineering Services (742113): 5 years each.
    • Green Buildings Engineering Services (742176): architecture, civil, electrical or mechanical degree, 5 years.
    • Buildings Electrical Engineering Services (742171) and Building Mechanical Engineering Services (742124), the design side of MEP work: 5 years each.
    • Fire Safety and Protection Engineering Services (742162), which sits alongside Dubai Civil Defence approvals: mechanical or electrical degree, 5 years.
    • Road and Traffic (742102), Foundations and Soil Mechanics (742104) and Structural Quantity Surveying (742137): civil engineering, 5 years.
    • Projects Management Engineering and Technical Feasibility Studies (742138): 10 years.
    • Building engineering consultancy with 3D printing technology (7110213): one architect and one civil engineer, 5 years each.

The rule that turns this table into a hiring plan sits in DM's Dubai Engineering Qualification system guide: you cannot link one engineer to more than two activities. A founder who wants architecture, interior design, MEP and fire safety on the licence needs enough qualified people to cover four activities two at a time, with the right degree for each.

Article 15 of the law adds the commercial consequence. A firm may carry out work that falls within or below its category, and nothing above it. DM can authorise a firm to execute one or more projects in a higher category to qualify it for an upgrade, and it can downgrade a firm that stops meeting the standards of its current category. The DEQ guide describes the upgrade as a request you can file once one of your engineers is accredited for a higher grade in that activity.

Our view: decide your target category before you sign your office lease, not after. The lead architect's years of experience are the single biggest driver of what you can sell, and a strong hire can move you from Ground plus 4 villas to towers. Budget for that salary as the core asset of the business.

    Approvals in order

This is the sequence that follows from the law and from DM's Dubai Engineering Qualification (DEQ) corporate services guide, checked on 21 October 2026. DM does not publish the registration fee on these pages; Article 19 says fees are set by a resolution of the Chairman of the Executive Council, and they appear on the invoice inside the system.

    1. Pick the firm type and the activities. Use Article 10 to fix your type, then choose activity codes from DM's technical staff requirements. Write down which engineer will cover which activity, two activities at most per engineer.
    2. Check eligibility of every owner and manager. Article 11 excludes anyone who is an owner, partner, manager, employee or service agent of a contracting company, a building materials trading company or another Dubai engineering firm, and anyone employed by an authority that licenses or supervises the activity.
    3. Apply for the commercial licence with the licensing authority. On the mainland that is the Department of Economy and Tourism (DET) through Invest in Dubai; in a free zone it is the zone authority. The activity on the licence must match the engineering activity you will register, as Article 11 requires.
    4. Secure the office and its Ejari. The DEQ compliance checklist reads your Ejari validity automatically. The Dubai Land Department fee for registering a lease is AED 177.75 online or AED 220 at a trustee centre.
    5. Hire and register the technical staff. Engineers need residence visas, work permits from MOHRE and records with the UAE Society of Engineers; the DEQ system pulls their data from GDRFA, MOHRE and the Society. Visa fees are covered in the cost section below.
    6. Open the DEQ account and issue the practice permit. Once the licensing authority's transaction reaches DM, the system emails the owner or manager a link. You sign in with UAE PASS, review the compliance checklist, link engineers to each activity, accept the terms and pay. The guide says the practice permit issues once payment succeeds, provided every checklist item is green.
    7. Appoint the registered manager. Article 16 requires a manager who is an engineer in the register, whose specialisation matches the firm's activities and who signs the firm's contracts.
    8. Contract properly before you start work. Article 17 forbids providing services without an engineering consultancy contract with the project owner. DM publishes guidance contract templates for consultancy and contracting on private villas.
    9. Renew every year. Registration lasts one year under Article 13. DM's guide asks for the renewal request two months before the permit expires, and renewal re-runs the same checklist.

Branches of foreign firms add a step before any project. DM's foreign branch standards require the branch to present each project to the registration and licensing committee for a technical study before contracting or starting design, and then apply for the building permit through the licensing authority.

What it costs, and what nobody publishes

Here is what can be stated with confidence. Government figures are from the authorities' published pages; confirm each on the official portal on the day you apply.

    Item Amount (AED) Source
Noble Core Dubai mainland company setup from 24,999 Noble Core price for standard activities
Trade name reservation (DET) 620 DET published fee
Ejari lease registration 177.75 online / 220 at a trustee centre Dubai Land Department
Establishment card (ICP) 300 + 2,000 e-system on initial issue ICP service page
Residence permit (ICP) 100 application + 100 per year + 100 smart service ICP service page
Emirates ID 100 per year of residence + 100 smart service ICP service page
Medical fitness test (Dubai, standard) 270 Dubai published fee
DM register and practice permit Set by Executive Council resolution, shown on the DEQ invoice Law 14 of 2025, Article 19
Fine per violation of Law 14 1,000 to 100,000 (doubled on repeat within a year, cap 200,000) Law 14 of 2025, Article 20

Two lines are missing from every honest table. DET does not publish a fixed mainland licence fee for professional activities, and DM does not list the engineering registration fee on its public standards pages. Any website that prints a single all-in figure for an engineering consultancy licence is estimating. We will quote the full file after scoping, once we know your firm type, activities, team size and office.

The real costs are not government fees. They are the salaries of engineers with 5, 7 or 10 years of experience, an office large enough to seat them, professional indemnity cover and the months before the opening design fee arrives. Plan the business on those numbers.

Mainland, free zone or branch: choosing the route

Because the law applies across Dubai, the choice of licensing authority no longer changes whether you register with DM. It changes where you sit, who issues your licence and how you are perceived by clients.

DET mainland. The usual route for a practice that designs villas, residential buildings and commercial projects across the emirate and wants to submit drawings for building permits. The DM corporate guide describes the trade licence request going to the economic department and the DEQ system picking it up automatically. Ownership rules depend on the legal form DET approves for your activities on the day; confirm at the initial approval stage whether a local service agent is needed for your form.

Dubai free zone. A company in a Dubai free zone or DIFC can hold an engineering activity where that zone licenses it, and it still needs DM registration to practise in Dubai under Article 4. Free zones suit regional design hubs whose drawings mostly serve projects outside Dubai, and firms that want a free zone address for international clients. If most of your work will be Dubai building permits, the mainland is usually the cleaner fit.

Branch of an existing firm. If you already run an office in another emirate with three or more years of practice, or abroad with ten or more, a branch keeps your track record attached to the Dubai entity. That matters because classification looks at people and experience, and a branch of an established firm starts with a story a new company cannot tell.

Advisory firm. For a senior engineer with ten years or more, an advisory engineering firm owned by registered engineers can be lighter than a full design office. It is the right shape for expert opinions, design reviews and technical due diligence.

For founders comparing the general licence options, our consultancy license Dubai guide covers management, IT and other non-engineering consultancies, where DM registration does not apply.

Foreign engineering branches: the standards in practice

International firms ask us most often about this route, and DM's published Foreign Engineering Branch Office standards are specific. The document was issued under the old Local Order and remains in force where it does not contradict Law 14, so check for a newer version when you apply.

      • Purpose. A foreign branch is licensed for specialised fields not commonly provided by local engineering firms.
      • Resident general manager. An engineer with at least 15 years of experience in the field.
      • Head of each discipline. Every engineering activity on the licence needs a DM-approved engineer with at least 15 years of experience. One of these heads may also serve as the resident general manager.
      • Assistant engineers. Each activity needs assistant engineers with at least 7 years of experience. Their number scales with the floor area of your projects under design and under execution, at a quota of 9,000 square metres per engineer.
      • Residence. The manager and all technical staff must hold Dubai residence visas issued under the branch, and must live in the UAE for at least nine months a year.
      • Register. The manager and technical staff must be entered in DM's practice register.
      • Office. A minimum office area of 200 square metres.
      • Project approval. Each project is studied by the committee before you contract or start design.

The nine-month residence rule and the 9,000 square metre quota are the two that reshape budgets. A branch cannot run on fly-in partners, and a pipeline of large projects means hiring in proportion. Model the headcount from the gross floor area of the work you expect to win.

The rules that change how you can structure the business

Article 11 and Article 17 carry obligations that go beyond paperwork. Read them before you finalise the shareholding.

      • No cross-ownership with contractors. An applicant cannot be an owner, partner, manager, employee or service agent of a contracting company or a building materials trading company. A family group that owns a contractor will need a separate, unconnected owner for the design firm.
      • One engineering firm, one location. A firm may not own or partner in more than one engineering firm, or operate from more than one location to practise in Dubai.
      • No interest in the contractor on your projects. The firm must have no direct or indirect interest in the entity performing the contracting agreement, and no relatives up to the second degree who own or partner in it.
      • No subcontracting the design. Contracted works must be carried out by the firm or its technical staff, except in cases DM allows.
      • No commissions without the work. Signing consultancy contracts purely to earn commissions, without doing the engineering, is prohibited.
      • Ten-year records. Contracts, drawings, data and digital copies must be kept for at least ten years from the completion certificate or the end of the contract, and produced on request.
      • Client designs stay with the client. A design made for one client cannot be reused for another without the original client's written consent.
      • Ten-day notices. Changes to the firm's status or its technical staff must be notified within 10 days.
      • Continuous site supervision. The firm must supervise contracted works throughout execution.

These rules close the design-and-build shortcut that some groups used under the old regime. If your plan relies on one owner controlling both the consultant and the contractor on the same villa, the law now treats that as a conflict. Build the plan around independent entities, or choose one side of the line.

      Third-party structural audit work

Some founders want to audit other firms' structural designs rather than design themselves. Law 14 recognises this as its own firm type, the engineering audit firm. DM's published list of engineering offices qualified to conduct structural audits as a third party names a small group of international audit firms' Dubai branches and adds local offices classified in the unlimited category, under DM circular 13-1-1. Approval to audit is given per project, against the practice criteria and the data of the project being audited.

The practical message: structural audit is not an entry-level activity. Unless your firm already sits in the unlimited category, or you bring an international audit brand, plan to build a design track record before you approach audit work.

If you already run an engineering office in Dubai

The law gave existing firms time. Article 23 says firms and engineers working when the law took effect must comply within one year of that date, and the committee may extend the period once. If a registration expires during the grace period, it is renewed against a written undertaking to comply. On a spring 2026 start, the deadline falls in spring 2027 unless extended.

Use the window for an honest review:

      1. Compare every activity on your licence with DM's current technical staff requirements, and check that each one has a correctly qualified engineer linked to it, two activities per engineer at most.
      2. Check your shareholders and managers against Article 11. Any link to a contractor or a building materials trader needs to be unwound before renewal.
      3. Confirm that your manager is a registered engineer whose specialisation matches your activities, as Article 16 requires.
      4. Put your record-keeping on a ten-year footing, digital copies included.
      5. Review your standard client contract against Article 17, including the ban on clauses that exempt the firm from its legal duties.

An office that needs an activity added or removed to match its real team can do that through a licence amendment and a DEQ practice permit modification. Our trade licence amendment guide explains the DET side.

Fines, suspension and how to appeal

Article 20 sets the penalty band: a fine of not less than AED 1,000 and not more than AED 100,000 for violating the law or its resolutions, doubled when the same violation is repeated within one year, with a ceiling of AED 200,000. The specific list of violations and their fines is issued by resolution of the Chairman of the Executive Council.

The fine is not the worst outcome. The law also allows:

      • suspension of the firm for up to one year;
      • downgrading of the firm's classification category;
      • removal from the register, with a recommendation to the licensing authority to revoke the commercial licence;
      • suspension of an individual engineer for up to one year;
      • revocation of an engineer's certificate of professional competence and notification to the UAE Society of Engineers.

DM has used these powers before the new law too, with published suspensions of consultancy offices. For a founder, the lesson is that the register entry is a living permission that can be lost, not a one-time stamp.

If you are hit by a decision, Article 22 gives you 30 days from notification to file a written grievance with the competent entity. A committee decides within 30 days, its decision is final, and you are told within five working days.

      Common mistakes to avoid

      • Treating the trade licence as the finish line. Without the DM register entry, the law says you may not practise or even present yourself as an engineering firm.
      • Choosing activities before choosing people. Every activity needs a qualified engineer, and one engineer can cover two activities at most.
      • Assuming a senior title equals a senior category. Classification follows documented years of experience in the right degree. An architect with eight years puts you in Ground plus 12, not unlimited.
      • Keeping a stake in a contractor. Article 11 bars owners, partners and managers of contracting and building materials companies from the design firm.
      • Opening a licence in another emirate to serve Dubai. A branch into Dubai needs three consecutive years of practice behind the parent.
      • Underestimating a foreign branch. Fifteen-year heads per discipline, nine months of UAE residence and 200 square metres of office are DM's published standards.
      • Reusing a client's design. Written consent from the original client is required.
      • Letting renewal slip. Registration lasts one year; DM asks for renewal two months before expiry.
      • Signing a contract that waives your legal duties. Article 17 prohibits clauses that exempt the firm from responsibilities under the law.

What Noble Core does for you

      Frequently Asked Questions

Do I need Dubai Municipality approval to open an engineering consultancy in Dubai?

Yes. Under Article 5 of Dubai Law No. 14 of 2025, no person may practise engineering consultancy in Dubai, or present themselves as an engineering firm, without a commercial licence and registration in the Dubai Municipality register. The DET or free zone licence lets the company exist; the register entry and classification decide what it may design and sign.

How long is Dubai Municipality registration valid for an engineering office?

Registration in the register lasts one year and is renewable for the same period under Article 13 of the law. It can run longer than a year where it matches the validity of the commercial licence, provided the registration fee is paid for each year. DM’s practice permit guide asks firms to file the renewal two months before expiry.

What experience does the lead architect need for unlimited-height buildings?

Dubai Municipality’s technical staff requirements for Architectural Design Consultancy (activity code 742170) ask for a Bachelor of Architecture with 10 years of experience for unlimited floors, 7 years for buildings up to Ground plus 12, and 5 years for Ground plus 4. Construction engineering services (742103) follow the same 10, 7 and 5 year ladder for civil engineers.

Can a free zone company do engineering consultancy work in Dubai?

The law applies across Dubai, including special development zones and free zones such as DIFC, so a free zone company still needs registration in the DM register to practise in Dubai. A company licensed in another emirate can open a Dubai branch, but Article 10 requires the parent to have practised engineering consultancy for at least three consecutive years.

Can a foreign engineering firm open a branch in Dubai?

Yes, if the foreign firm has practised engineering consultancy for at least ten consecutive years. Dubai Municipality’s published branch standards also expect a resident general manager and a head for each licensed discipline with 15 years of experience each, assistant engineers with 7 years, Dubai residence visas under the branch, and an office of at least 200 square metres.

What are the fines for unlicensed engineering consultancy in Dubai?

Article 20 sets fines from AED 1,000 to AED 100,000 per violation, doubled if the same violation is repeated within one year, with a ceiling of AED 200,000. On top of the fine, the firm can be suspended for up to a year, downgraded, removed from the register, or reported to its licensing authority so the commercial licence can be revoked.

Can I own an engineering consultancy and a contracting company at the same time?

Not under the new law. Article 11 says the applicant must not be an owner, partner, manager, employee or service agent of a contracting company, a building materials trading company or another engineering firm licensed in Dubai. Article 17 also bars an engineering firm from owning or partnering in more than one engineering firm or working from more than one location.

How much does it cost to set up an engineering consultancy in Dubai?

A Dubai mainland company through Noble Core starts from AED 24,999 for standard activities. An engineering office adds an Ejari-registered office (AED 177.75 online or AED 220 at a trustee centre), engineers on payroll with visas, and Dubai Municipality fees set by Executive Council resolution and shown on the DEQ invoice. We quote the full file after scoping.

What happens to existing engineering offices registered under the old Local Order 89?

Law 14 of 2025 repealed Local Order No. 89 of 1994 and took effect six months after publication. Firms and engineers already working must comply within one year of the effective date, a period the committee can extend once. If a registration expires inside that grace period, it is renewed against a written undertaking to comply.
