Quick AnswerPrivate school license Dubai 2026: the KHDA permit costs AED 50,020 for a for-profit school, runs in 5 phases and must be issued 3 months before opening.

A private school license in Dubai is two licences, not one: a commercial licence from DET or a free zone, and a KHDA Educational Services Permit that costs AED 50,020 for a for-profit school (AED 20,020 non-profit). KHDA processes the file in five phases totalling 47 working days, but the real clock is set by fixed deadlines: apply for Initial Approval at least 15 months before your academic year starts and hold the permit at least 3 months before opening.

That gap between 47 working days of processing and a 15-month runway is the single most useful fact for a founder. It means the question is not "how fast can I get the licence" but "which academic year can I still hit". If you are reading this in October 2026 and you have no education-zoned land, no academic plan and no principal candidate, a September 2027 opening is already out of reach on KHDA's own rules. This guide walks through the route in the order the regulators require it, with the fees KHDA and the Dubai Executive Council publish, so you can plan the money and the calendar before you commit.

A note on scope. This page covers K-12 private schools in Dubai: kindergarten through high school, teaching a curriculum KHDA has approved. Nurseries for children under four, training institutes, tutoring centres and universities run on different permits. We link to those guides where the line matters.

Who regulates a private school in Dubai

Four kinds of authority touch a new school, and each one controls a different gate.

    • KHDA (Knowledge and Human Development Authority). KHDA issues the Educational Services Permit. Under Executive Council Resolution No. 2 of 2017, no person may conduct the educational activity in Dubai without it, and the activity is defined as curriculum-based education from kindergarten through high school. KHDA also approves the curriculum, the principal, tuition fees and every advert.
    • The commercial licensing authority. For a for-profit school this is the Department of Economy and Tourism (DET) on the mainland, or a free zone or special development zone authority where the campus sits inside one. The resolution's definition of "Licensing Authority" covers all three. For a non-profit school, KHDA's service page names the Community Development Authority (CDA) instead.
    • Building and safety authorities. Dubai Municipality (or the relevant zone authority) issues the Building Completion Certificate. Dubai Civil Defence issues the certificate of conformity with preventive safety requirements.
    • Dubai Health Authority (DHA). A school clinic licence from DHA is on KHDA's Phase 5 checklist.

Outside Dubai the picture changes. The government portal u.ae explains that the Ministry of Education registers private schools across the UAE except in Abu Dhabi, Dubai and Sharjah, which have their own regulators. In Abu Dhabi that regulator is ADEK. If your plan is a group with campuses in two emirates, budget for two separate permit processes.

What the KHDA permit costs, and what it does not cover

These are the government fees KHDA publishes on its service page (updated 6 July 2026) and in its permit guide, which match Schedule 1 of Executive Council Resolution No. 2 of 2017. Confirm each fee on the KHDA portal on the day you apply.

Cancel the permit 5,000 5,000 KHDA permit guide

Read the table for what it is: the regulator's fees. The permit is a small share of what a school costs to open. The large numbers sit in land or a long lease on an education-zoned building, the construction or fit-out to KHDA and Dubai Municipality standards, the curriculum and accreditation work, the principal and leadership team hired months before revenue, and the guarantees KHDA can ask for under Article 5 of the resolution to prove solvency. We do not quote those numbers here because they depend entirely on your site, curriculum and capacity, and an invented average would mislead you.

What we can quote is our own side. A Dubai mainland company through Noble Core starts from AED 24,999 for standard activities. A school mandate, with its KHDA phases, staged approvals and longer timeline, is quoted after scoping once we know your curriculum, capacity, site and target academic year.

    Approvals in order

This is the sequence KHDA sets out on its Issue an Educational Permit for a Private School service page, which we checked on 15 October 2026. Processing times are KHDA's published figures; the deadlines are fixed relative to the start of your intended academic year.

    1. Phase 1: Connect with KHDA (2 working days). You express interest and KHDA arranges an interview with the investor or an authorised representative. No documents are needed at this step. KHDA then tells you when to move to Phase 2.
    2. Phase 2: Investor Declaration Form (5 working days). You submit an initial approval from the commercial licensing authority (DET, a free zone, or CDA for a non-profit school) and the declaration: corporate and private shareholders, management structure, governance, a profile of the school (curriculum, phases, capacity, fee range, intended opening date), any local partner and any support you need from KHDA.
    3. Phase 3: Initial Approval (22 working days). Through the KHDA e-services portal you file the academic plan, a Land Allocation Certificate for educational service and the trade name reservation. KHDA interviews the investors and their education experts in a viva and issues an evaluation report. The application must go in at least 15 months before the academic year starts, and Initial Approval must be issued at least 9 months before. With Initial Approval you can obtain the commercial licence.
    4. Phase 4: Appointing the principal (5 working days) and the marketing application (3 working days). KHDA approves the nominated principal, who must be in post at least 6 months before the academic year starts and before any compliance visit, any advertising and any staff hiring. Advertising needs its own approval.
    5. Phase 5: Educational Services Permit and opening (10 working days). You upload the valid commercial licence, the Building Completion Certificate from Dubai Municipality or the relevant authority, the DHA school clinic licence and the Civil Defence certificate of conformity. KHDA's compliance team inspects the premises, you pay the permit fee, and KHDA issues the permit. It must be issued at least 3 months before the academic year starts.

Add the phases and you get 47 working days of KHDA processing. Add the deadlines and you get a project that runs well over a year from the investor interview to the opening day.

Working backwards from your opening date

Founders tend to plan forwards from today. KHDA's rules make it easier to plan backwards from the day the school opens. Take a school aiming to open at the start of an academic year in late August or early September.

Milestone KHDA deadline relative to opening What has to be ready by then
Initial Approval application filed 15 months before Academic plan, land allocation for education, trade name, commercial initial approval
Initial Approval issued 9 months before Plan approved after the viva and up to two amendment rounds
Principal appointed 6 months before KHDA appointment notice in hand
Educational Services Permit issued 3 months before Building complete, DHA clinic licence, Civil Defence certificate, compliance visit passed
Student registration and marketing After the permit (marketing after approval) KHDA advert approvals, parent contract, staff hired

Two consequences follow. The academic plan and the land are the critical path, not the company licence. A trade licence can be arranged in weeks; a campus cannot. And the Initial Approval validity matters: it lasts one year and can be extended once by up to six months, so if construction slips beyond 18 months you risk restarting the approval.

The academic plan: where most of the work sits

KHDA's terms leave no room for a recycled document. The academic plan must be written for the proposed school, aligned with its curriculum, vision and objectives, and must not be copied, transferred or derived in whole or in part from another academic plan. KHDA can request extra documents at any stage.

Amendments run on a tight cycle. If KHDA asks for changes, you have 20 working days to resubmit, KHDA reviews within 10 working days, and you get a maximum of two amendment submissions. Miss the window or fail the second round and the application can be rejected, which means a new application and, very likely, a missed academic year.

Once the plan meets the conditions, KHDA issues Initial Approval within five working days. The viva is part of that path: investors and their education experts present the proposal and KHDA's report either confirms the plan or lists what must change.

Our view on this: the academic plan is the one document in the whole process that should be written by experienced educators, not by a setup consultancy. Our role is to make sure the corporate, land and licensing facts inside the plan are right and consistent with the commercial file, so the plan does not fail on an administrative detail.

    International school branches: extra conditions

Many Dubai schools are branches of established international schools. KHDA's service page sets specific requirements for them:

    • A certified resolution from the founding school's board authorising a branch in partnership with a Dubai-based owner.
    • Accurate information on the founding school's seats on the board of the Dubai operating company, including approvals for the spending on the branch.
    • An authorised representative, who must be an employee, board member or director at the founding school, to deal with KHDA on the academic plan.
    • Evidence of quality: school performance data, inspection reports, ratings, test results and an understanding of the Dubai education landscape.

The founding school stays responsible for the academic plan, for ongoing oversight of standards and key decisions, for regular visits and for an annual meeting with KHDA and the local owner. If you are the local investor partnering with a foreign school brand, put these obligations into your shareholder and brand agreements before you file Phase 2, because KHDA will read the declaration against them.

Choosing the commercial route: DET mainland, free zone or non-profit

KHDA does not issue the trade licence; it issues the educational permit that sits on top of one. Which licence you hold depends on where the campus is and whether the school is for profit.

      • DET mainland. The common route for a campus on an education plot in a residential community. DET's initial approval is the document KHDA asks for in Phase 2, and the final licence follows KHDA's Initial Approval.
      • Free zone or special development zone. Where the campus sits inside a zone, that zone's authority is the licensing authority. Executive Council Resolution No. 2 of 2017 still applies, so the school still needs the KHDA permit. A free zone licence does not replace it.
      • Non-profit schools. KHDA's service page names the Community Development Authority for the initial approval and trade name of non-profit schools, and the permit fee drops to AED 20,020.

On ownership: the federal private education section of u.ae states that UAE nationals and companies with a UAE national owning 51% can apply to start a school, in the context of the Ministry of Education's licensing outside Abu Dhabi, Dubai and Sharjah. Dubai's KHDA declaration asks for details of any local partner or intended local partner. The safe position is to confirm the current ownership rule for the education activity with DET or the free zone at the start, and to design the shareholding, board and brand agreements around the answer rather than the other way round.

Land, building and the three outside approvals

KHDA asks for a Land Allocation Certificate for educational service at the Initial Approval phase. That single line rules out a lot of tempting options: an office floor, a converted villa or a warehouse unit cannot become a school unless the land use allows education. Check the plot's permitted use before you sign anything.

By Phase 5 you need three approvals from outside KHDA:

      1. Building Completion Certificate from Dubai Municipality or the relevant licensing authority for the zone. Under Article 8 of the resolution, the premises must meet KHDA's conditions and the technical, engineering, health, environmental and planning requirements of the government entities concerned.
      2. School Clinic Licence from the Dubai Health Authority. Plan the clinic room and the nurse or doctor hire into your design and staffing, not as an afterthought.
      3. Certificate of conformity with preventive safety requirements from Dubai Civil Defence.

KHDA's compliance team then visits to confirm the premises are ready and suitable for education. The permit issues after that visit and after the fee is paid.

Marketing, staff and enrolment: the rules that catch new schools

The commercial instinct is to start selling early. KHDA's rules say otherwise, and Executive Council Resolution No. 2 of 2017 attaches fines.

      • No promotion before the principal. The principal must be appointed before any promotional or advertising activity and before any staff are hired.
      • Every advert needs approval. KHDA's guide requires written approval for any advertising or marketing material before it is published, at AED 100 per request with approval valid for three months.
      • No registration before the permit. Student registration is not permitted until the Educational Services Permit is issued, and the service page says the owner must not advertise or market at that stage of the process.
      • No poaching. KHDA states the permit will not be issued, or may later be revoked, if there is sufficient evidence of active poaching of staff from another Dubai private school.

For staff, every hire needs a work permit and residence visa through the company's establishment file with MOHRE and GDRFA, and teachers and leaders need the professional licensing that applies to their role. Our teacher licence guide covers that side. Build the recruitment calendar back from the principal deadline, six months before opening.

The fine schedule, and what it tells you about priorities

Schedule 2 of Executive Council Resolution No. 2 of 2017, published on the Dubai Legislation Portal, lists fines per violation. A selection that matters most to a new owner:

      Violation (Schedule 2) Fine (AED)
Changing tuition fees without KHDA approval 150,000
Failing to comply with the terms of the Educational Permit 100,000
Failing to follow KHDA conditions and procedures for enrolment 100,000
Admitting a student without KHDA approval 50,000 per student
Discounting tuition fees without KHDA approval 50,000
Replacing the owner, operator or principal without KHDA approval 50,000
Changing the approved curriculum or activities without approval 50,000
Changing the name, address or permit details without approval 50,000
Exceeding the maximum number of students per class 50,000

Under Article 30, a repeat of the same violation within a year doubles the fine, capped at AED 500,000, and KHDA can add measures such as suspending requests for up to six months, freezing enrolment for the next school year, blocking expansion or fee changes, or revoking the permit and asking the licensing authority to revoke the licence.

The pattern is clear. The heaviest fines sit on money and on control: tuition fees, discounts, enrolment and who runs the school. If your business plan depends on early-bird discounts, sibling offers or a fee increase in year two, every one of those needs KHDA approval before it reaches a parent.

After opening: renewal, amendments, sale and closure

The permit is annual. Article 9 of the resolution makes it valid for one year, renewable, with the renewal filed at least 30 days before expiry. KHDA's guide lists the renewal fee at AED 35,000 for a for-profit school and processing in about three working days. Keep the KHDA renewal and the trade licence renewal on one calendar so neither lapses.

Growth also runs through KHDA. Adding a grade, changing the school name, relocating or expanding the premises each cost AED 5,000 per request, with processing between six and nine working days plus compliance visits where facilities change. A curriculum change is AED 20,000 for a for-profit school and takes about 16 working days.

Selling the school is not a private matter between buyer and seller. Article 10 says the permit may not be assigned without KHDA approval, and an assignment made without it is null and void. Replacing the owner or operator without approval also sits on the fine schedule at AED 50,000. Any share sale or change of operator needs KHDA in the sequence alongside DET or the free zone.

Closure has its own long notice. A school may not stop teaching during a school year. KHDA's guide requires the cancellation request one academic year before the intended closure, with a closure plan, a student transfer plan and a draft parent letter, and a AED 5,000 cancellation fee.

      Common mistakes to avoid

      • Starting with the trade licence. The licence is the easy part. Without education-zoned land and an academic plan, it is a cost with no path to a permit.
      • Missing the 15-month line. Apply for Initial Approval later than 15 months before the academic year and that year is gone. Plan for the next intake instead of compressing the schedule.
      • Recycling an academic plan. KHDA requires a plan written for this school. A copied or adapted plan can be rejected, and you get two amendment rounds at most.
      • Marketing before approval. No adverts before the principal is appointed and each advert is approved; no registration before the permit.
      • Assuming a free zone licence avoids KHDA. The resolution covers schools licensed in free zones and special development zones too.
      • Hiring by poaching. Active poaching of staff from another Dubai school can block or revoke the permit.
      • Fixing ownership before checking the rule. Confirm the ownership rule for the education activity with the licensing authority before you sign a brand or shareholder agreement.
      • Treating fees as a commercial decision. Fee changes and discounts without KHDA approval carry fines of AED 150,000 and AED 50,000.
      • Forgetting the clinic and Civil Defence. Both certificates are on the Phase 5 checklist and both depend on design decisions made early.

      Frequently Asked Questions

How much does a private school license in Dubai cost in 2026?

The KHDA Educational Services Permit for a new for-profit school costs AED 50,020 (AED 50,000 plus a AED 20 Knowledge and Innovation fee). A non-profit school pays AED 20,020. Annual renewal is AED 35,000 for-profit and AED 14,000 non-profit. On top sit the commercial licence, land, building, DHA clinic and Civil Defence costs, so budget the permit as one line among many.

How long does KHDA take to issue a school permit?

KHDA’s service page lists five phases totalling 47 working days of processing. The calendar is longer because of fixed deadlines: apply for Initial Approval at least 15 months before the academic year starts, hold it at least 9 months before, appoint the principal at least 6 months before, and receive the permit at least 3 months before opening.

Who licenses private schools in Dubai?

The Knowledge and Human Development Authority (KHDA) issues the Educational Services Permit that lets a private school teach from kindergarten through high school. A commercial licensing authority, usually DET on the mainland or a free zone authority, issues the trade licence, while the Community Development Authority handles non-profit schools. Dubai Municipality, DHA and Civil Defence approve the building, clinic and safety.

Can a foreign investor own a private school in Dubai?

Foreign investors and international school groups operate in Dubai today, but the shareholding depends on the commercial licence route and the activity rules on the day you apply. The u.ae portal states a 51% UAE national requirement in its federal private school section. Confirm the current ownership rule for the education activity with DET or the free zone before you fix your structure.

Do I need land before applying to KHDA?

Yes. The Initial Approval phase asks for a Land Allocation Certificate for educational service together with the academic plan and a trade name reservation. Before the permit is issued you also need a Building Completion Certificate from Dubai Municipality or the relevant authority. Secure an education-zoned plot or building before you spend on curriculum consultants.

When can a new school start marketing and enrolling students?

Not before KHDA allows it. The principal must be appointed before any promotion, every advert needs KHDA approval (AED 100, valid three months) and student registration is not permitted until the Educational Services Permit is issued. Running ads or taking deposits early risks the permit and fines under Executive Council Resolution No. 2 of 2017.

What is the KHDA Initial Approval and how long is it valid?

Initial Approval is KHDA’s in-principle approval of your academic plan. It lets you obtain the commercial licence, build or fit out the campus and collect other approvals. It is valid for one year and can be extended once by up to six months, with the extension request filed at least 30 days before expiry.

Can I sell or transfer a private school permit in Dubai?

Not without KHDA. Article 10 of Executive Council Resolution No. 2 of 2017 says an Educational Permit may not be assigned without KHDA approval, and any assignment made without it is null and void. The assignment request carries a AED 5,000 fee. Replacing the owner, operator or principal without approval also carries a AED 50,000 fine.

What happens if a private school wants to close?

A school cannot stop teaching mid-year. KHDA’s guide says the cancellation request must be filed one academic year before the intended closure, with a closure plan, a student transfer plan and a parent communication draft. The cancellation fee is AED 5,000 and processing takes about six working days once the file is complete.
